The position is located in the United Nations Development Coordination Office for Latin America and the Caribbean and reports to the Senior Regional Coordination Officer, P5.


Responsibilities:

Within delegated authority, the Regional Economic Affairs Officer will be responsible of the following duties:

ECONOMIC COORDINATION ANALYSIS:

  • Provides substantive advice on coordination of innovative economic analysis including by coordinating and connecting the senior economists in RCOs to global and regional interagency networks and economic expertise.
  • Provides substantive advice including in house consultancy services on development financing policies to Resident Coordinators (RCs) and UNCTs in Latin America and the Caribbean.
  • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns, and relationships and to analyse the effects of alternative policies and assumptions.
  • Monitors economic developments and regional integration trends in Latin America and the Caribbean and identifies recurrent and emerging issues of concern to the United Nations.
  • Designs and conducts research and analyses on selected issues in economic development, including on the different dimensions of economic integration and substantively contributes subregional and regional analysis to CCAs and Cooperations Frameworks and supports the drafting of relevant reports for senior officials.
  • Leverages systemwide expertise on economic development, facilitate enhanced coordination and support capacity building to the benefit of UN system country analysis and programming.
  • Formulates proposals for development strategies, policies, and measures for presentation to Resident Coordinator Country Offices
  • Develops socioeconomic databases and qualitative information necessary for specified recurrent or ad hoc assignments.
  • Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development.
  • Identifies and analyses policy proposals made by the agencies, funds and programmes including the regional economic commission to ensure enhanced support to UNCTs
  • Attends international, regional, and national meetings on behalf of DCO/LAC.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on development and integration issues.
  • Prepares speeches and other inputs for presentations by senior staff.

TECHNICAL COOPERATION:

  • Provides technical assistance to Resident Coordinators' Offices (RCOs) in LAC on economic issues and financing for development, including as part of the development of Common Country Analyses and United Nations Sustainable Development Frameworks.
  • Substantively contributes in the preparation in support of country analysis and programming. of global, regional, national or sector analyses that serve as a basis for advising national governments and regional economic communities on economic development and economic integration issues.
  • Participates in UNled regional coordination mechanisms related to economic issues and financing for development.
  • Supports the operationalization of regional and global frameworks to the benefit of LAC member states and RECs.
  • Backstops DCOs support to the Regional Collaborative Platform on Economic and Financing Issues including by participating in the Issue Based Coalitions.
  • Participates in missions on development issues, usually as a member of a team.
  • Revises and comments documentation for technical cooperation programmes and projects.

GENERAL:

  • Performs other related duties as required, including a variety of coordination tasks necessary for the final delivery of the work unit's services.
  • Supports Senior RCO Economists and other staff, reviewing their work and providing feedback.
  • Participates in and supports DCO/LAC initiatives of broader concern to represent the views or interests of the organizational unit.
  • Undertakes onthejob and other training activities, both internally and externally.

Education
An advanced university degree (Master's or Doctorate degree, or equivalent) in economics or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work
