Objectives


  • The main goal of this consultancy is to support the Secretariat of the Forum (UNEP) in the full execution of Decision 5 of the XXII Meeting of the Forum of Ministers. This decision pertains to setting up an Integrated Regional Environmental Information System (SIRIA) and ensuring continuous enhancement of the "State and Outlook of the Environment in LAC," produced by UNEP for the Forum of Ministers of Latin America and the Caribbean (SAO-LAC).
  • Additionally, the consultant will act as the Coordinator of the Regional Environmental Information Network (REIN), delivering Secretariat services to the REIN and overseeing the implementation of the REIN Statute and Work Plan as put forth and accepted by Member States.

Responsibilities

  • In close collaboration with countries, multilateral entities, academia, and other relevant stakeholders, lead and facilitate the process of identifying and uploading data, as well as defining operational aspects of SIRIA.
  • Create an Action Plan to enhance the REIN, strengthening the capacities of countries, government institutions, and scientific-academic organizations in generating and sharing environmental information for informed decision-making in the region.
  • Coordinate REIN activities and associated products as outlined in the REIN Statute, particularly those related to the Scientific Assessment Body of the Forum of Ministers of LAC.
  • Determine the services to be provided by REIN based on member needs, including regular products like updating SIRIA's content, the SAO-LAC Biennial Report, and potential contributions to Regional Global Environment Outlooks (GEOs).
  • Organize and moderate meetings with REIN Focal Points and representatives from relevant UN Agencies, Funds, and scientific bodies to gather insights and feedback on SIRIA and SAO-LAC for better decision-making and policy development in the region.
  • Collaborate with the Science-policy Unit in planning events, seminars, workshops, and training sessions, including preparing technical documents and presentations for diverse audiences.

Duties and Responsibilities

  • United Nations Environment Programme (UNEP) is the primary global environmental authority that sets the environmental agenda, promotes sustainable development within the UN system, and advocates for the global environment.
  • UNEP Latin America and the Caribbean Office (LACO) in Panama City collaborates closely with the 33 countries in the region, aligning its activities with the approved Medium-Term Strategy and Work Programme of the United Nations Environment Assembly (UNEA).
  • Since its establishment in 1972, UNEP has supported member States in enhancing institutional and individual capacity for environmental information production and use, promoting evidence-based policy-making.
  • This consultancy showcases progress in the implementation of Forum of Ministers of Environment decisions in Latin America and the Caribbean, aiming to strengthen regional environmental information systems to facilitate informed decision-making.
  • The consultancy contributes to the Regional Agreement on Access to Information, Public Participation, and Access to Justice in Environmental Matters in Latin America and the Caribbean (Escazú Agreement), fostering the development of robust environmental information systems for public benefit.
  • This initiative advances the regional environmental information framework to enhance capacities for environmental monitoring, trend analysis, and informed decision-making.
  • Aligned with Decision 5 of the XXII Meeting, this consultancy focuses on developing an Integrated Regional Environmental Information System and producing a State of the Environment Report for the Forum of Ministers.

Qualifications/Special Skills

  • ACADEMIC:
    Bachelor's or Master's degree in environmental sciences, Earth Sciences, Natural Sciences, Statistics, Mathematics, Geography, Economics, or related fields is required.
  • PROFESSIONAL:
    Minimum of 2 years of professional experience in Environmental Sciences or related areas is necessary.
  • LANGUAGE:
    Proficiency in Spanish, English, and French is mandatory.
  • SPECIAL KNOWLEDGE AND SKILLS:
    Professionalism: Sound understanding of environmental and sustainable development issues, experience in report development, and familiarity with environmental assessment frameworks.

Communication: Effective written and verbal communication, adept at drafting reports.


Teamwork: Collaborative spirit, open to diverse perspectives, and capable of working in multicultural environments.
