The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross is working to strengthen the global Red Cross Red Crescent Network in order to deliver critical assistance to some of the most vulnerable communities in the world, reaching 100 million people annually.

The American Red Cross Latin America program is a combination of a few large and medium projects implemented directly through other National Societies/partners and requires strong financial and grant management skills to manage the ongoing projects and processes. The Finance Delegate will oversee a small finance team and report into the ISF Finance Manager.

The position will be based in Panama City, Panama.

**RESPONSIBILITIES**:
The Finance Delegate responsibilities include but are not limited to:

- BVA preparation, circulation and organizing a meeting with the program staff to discuss benchmarks and agree, document, and implement agreed action plan. This includes local BVAs with the program.
- Take lead on providing financial and grant management to several small to medium projects outside the main response project, including start-up conference with the managing department, developing the budgets in close cooperation with the program and operations staff, tracking monthly and quarterly reports, cash-flow and close-outs.
- Take lead on providing and grant management to a set of large partnership projects including, tracking monthly and quarterly reports, cash-flow and close-outs.
- Support the team with month-end close process and subsequent project and cash forecasts and cash requests.
- Lead on monitoring and following up on all kinds of outstanding advances, including reconciliations between the general ledger and offline trackers.
- In close consultation with the Regional Director and ISF Finance Manager, monitor the budgets to ensure accurate accounting, authorization and internal control procedures, investigate and address significant variances.
- Manage field office staff in coordinating Finance/Program activities to ensure effective service delivery.
- Perform other tasks as assigned by NHQ Finance.

**QUALIFICATIONS**:

- Bachelor's degree in Business, Finance, Accounting or related field or equivalent related experience. Minimum of 3 years of work experience in related field and 1 year of supervisory experience, 2 years of experience of working for a humanitarian aid organization in financial management preferred.
- Solid knowledge of accounting principles, budgeting, internal controls, and automated accounting systems required.
- Must be flexible, adaptive, and a problem solver while working with remote staff in a fluid and ever-changing environment. Able to demonstrate excellent interpersonal skills while interacting with staff at many levels of the organization. Ability to lead cross-functional teams to achieve desired results. Must have strong leadership skills in building and leading an effective team and in integrating financial and business analysis into effective program management.

- Knowledge of USG rules and regulations preferred.
