The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
**Minimum Qualifications**
- Panamanian national, third country national, or resident with a work permit.
- Bachelor’s degree in economics, finance, law, compliance, international relations, public policy or related field (15) years professional experience can be substituted.
- FSI level 4/4 Spanish; FSI level 3/3 English.
- Ten (10) years of experience in anti-corruption.
- Three (3) years of international experience or working overseas in an Embassy environment.
- Three (3) years of experience implementing anti-corruption programs.
- Experience briefing in Spanish and English.
- Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation.
- Demonstrated skill in oral and written communication in both Spanish and English including writing reports, assessments, and general correspondence, while showing ability to present and defend complex analyses and proposals concisely.
- Ability to develop and maintain professional relationships with Panamanian officials to advance projects.
- Ability to maintain appropriate confidentiality of sensitive government business.
- Ability to work independently on projects and issues within overall policy guidelines.
- Proficient in Microsoft Office Suite.

**Preferred Qualifications**
- Juris doctorate or equivalent degree from an accredited college or university.
- Knowledge of Panamanian judicial system, including courts, prosecutors, defense attorneys, and law enforcement.
- Experience working and/or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, USAID, etc.), the United Nations and host nation entities.
- Experience working with anti-corruption programs or consulting on related education, or rule of law projects.
- Demonstrated knowledge of Panamanian and regional anti-corruption issues.

**Duties and Responsibilities**
- Assists INL Panama by implementing anti-corruption focused projects and programs.
- Coordinates with other U.S. government agencies and government of Panama (GoP) entities that interact with the INL Panama anti-corruption program activities.
- Advises INL Panama on developing, planning, and implementing all anti-corruption program activities to include policy, training, and GOP inter-ministerial and interagency coordination.
- Assists INL Panama development of anti-corruption program strategies and implementation plans within the rubric of current U.S. assistance and GOP national strategies.
- Makes recommendations to adjust programs and strategies.
- Plans, designs, and implements anti-corruption training and technical assistance to anti-corruption officials in Panama.
- Prepares program documents including grant proposals including notices of funding opportunities, activity maps, interagency agreements, and prepares narratives for reporting documents as necessary.
- Develops anti-corruption training modules.
- Assists INL to work with the GOP on action plans to address capacity deficits that prevent the GoP from effectively addressing anti-corruption deficiencies.
- Conducts periodic site visits to project locations to perform on-site inspections and assessments of INL anti-corruption projects and programs.
- Assists INL to coordinate with relevant Panamanian civil society and international organizations monitoring regional corruption.
