Result of Service

1) General objective:
Strengthen the capacities of the Confederation of Amazonian Nationalities of Peru (CONAP) and the Platform for Indigenous Peoples to Face Climate Change (PPICC) to improve their participation in managing climate change and their contribution to adaptation and mitigation.

2) Specific objectives:
a. Identify key activities for legal security and forest governance that allow effective management against climate change.

b. Prepare a program to strengthen capacities in climate change for effective participation of CONAP.

c. Identify actions for the management of sinks in the territories of indigenous peoples.

d. Provide technical assistance to CONAP and other indigenous organizations in PPICC sessions.

OUTPUTS

Output 1.

Development of a comprehensive and effective strategy for territorial governance of the indigenous organizations. This output will ensure the protection of the rights and interests of these entities and contribute to the preservation and sustainable use of the country's natural resources.

Output 2.

Development of a capacity-building program on climate change for the effective participation of CONAP. The aim is to enhance the organization's ability to addressing the challenges of climate change and contributing to achieving its goals and objectives.

Output 3.

The development of sustainable methods for managing ecological floors contributes to the country's biodiversity conservation and protection.

DELIVERABLES

Product No. 1.

A report that analyzes the Action Plan to strengthen CONAP capacities within the framework of its participation in the PPICC. This plan will include:

- The objectives to be achieved within the sessions of the PPICC, the progress of its Work Plan and the contribution of CONAP.
- The methodology that allows effective participation in the construction of documents and the sessions of the PPICC, identifying the key actions with the federative bases and regional organizations for elaborating the documents.
- The activities for elaborating key documents and technical assistance to CONAP in the sessions of the PPICC.
- A work schedule.

Product No. 2.
- Report that identifies the key activities that will serve as input to the strategy for legal security and territorial governance of the federative bases and regional organizations of CONAP. This document will also contain recommendations for strengthening the territorial monitoring mechanisms implemented by CONAP. It must include the follow-up to the agreements and actions developed to comply with the PPICC work plan.

Product No. 3.
- A document that reports the diagnosis of training needs and a capacity-building program on climate change for the effective participation of CONAP and its bases in the PPICC. The program will include the objectives and methodology, and the scope of action and training modules that contain the topics to be developed.

Product No. 4
- A report that identifies actions for managing aguajales, peat bogs, sinkholes, and Amazonian forests, management of ecological floors and preparation of natural insecticides and pesticides based on ancestral knowledge. The report must analyze how these actions contribute to adaptation and mitigation against climate change. Finally, report the follow-up to the agreements and actions developed to comply with the PPICC work plan.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region. Its activities are integrated into the Medium-Term Strategy, and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

Throughout the work that UNEP engages in, the Paris Agreement on Climate Change marks a turning point to an emerging climate regime that brings all the states and the actors together to a new global platform to address the growing risks to our planet.

The climate crisis that affects the planet continues to worsen, and its effects, which threaten to become irreversible, continue to affect the territories and populations of all the Andean countries, including Peru. The recent COP 27 held in Egypt has confirmed that global temperatures continue to increase, and greenhouse gas emissions have not been reduced.

These patterns are no exception in Peru and are caused by the rapid and continuous advancements of the deforestation of entire forests in the Amazon, driven by the benefits extracted for transnational companies in the soybean and meat industry.
