SGS is looking for an expert in Panama to strengthen the national supply chain and suport procurement or HIV commodities for USAID's Global Health and Supply Chain project.

**Background**
The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. At the country level, the USAID Global Health Supply Chain Program supports country strategies and priorities that fall under the following three project objectives:

- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities.

In the Central America region, the project conducts supply chain strengthening activities in Guatemala, Honduras, El Salvador and Panama and supports the commodity procurement of HIV/AIDS products.

The Resident Logistics Advisor will provide technical and logístical assistance to support the implementation of Supply Chain Management (SCM) activities in Panama in close coordination with the GHSC-PSM Regional Manager. He or she will support Panama technical activities for supply chain management and strengthening in technical areas including governance and leadership, strategic planning, forecasting and supply planning, monitoring evaluation and learning, and procurement. The Resident Logistics Advisor will plan, coordinate, and lead technical events and workshops with external stakeholders and will play a key role in preparing project reports and activity summaries. **Responsibilities**:

- Provide technical support required to implement project technical activities in Panama based on the project’s strategic long-term vision and USAID priorities.
- Collaborate with the project’s technical leads for Honduras, El Salvador, and Guatemala and with the regional manager to identify, plan, and oversee activities to strengthen the SCM of health commodities.
- Lead the development and implementation of technical/quality standards, guidelines, and tools related to SCM strengthening interventions within the tiered network, including but not limited to: forecasting and supply planning, procurement, warehousing & distribution, logistics management information systems, and human resource development in SCM.
- Provide technical assistance for all SCM technical assistance activities in Panama, including designing workshops, preparing training materials, and leading technical meetings.
- Provide logístical support critical to technical activities including general scheduling, trip planning, booking conference spaces, managing stipends, and other.
- Support the logistics management information system strengthening at the national and regional levels, enabling the improvement of data visibility at the upper levels.
- Assist in the preparation of high-quality regular project reports and deliverables as well as ad hoc client reporting requests.
- Develop project success stories and technical briefs for Panama activities.
- Support data collection and aggregation to report on key performance indicators.
- Develop and maintain strong relationships with strategic partners and regional stakeholders to strengthen the health supply chain at the national and regional levels.
- Represent the GHSC-PSM project as needed at meetings, technical workshops, and events.
- Lead the implementation of workplan activities and monitoring progress of the project work plan.
- Complete other duties as assigned by the GHSC-PSM Regional Manager.

**Required Skills and Qualifications**
- Minimum of five years of working experience in supply chain management in a technical capacity (desirable in health commodities and working with international cooperation projects)
- Bachelor’s degree in industrial engineering, pharmaceutical chemistry, public health sciences, logistics, or similar required; Master’s degree preferred.
- Excellent written and oral communication ability, including the preparation of high-quality qualitative reports and summaries.
- Proven diplomatic and interpersonal skills in working with clients and technical stakeholders and in managing client expectations and competing priorities.
- Ability to work well with multiple stakeholders
- Experience in capacity development and knowledge transfer. Experience in developing databases for data collection and processing
