2. Objective.

The Consultant will support the Climate Ambition and Transparency (CA&T) Team to achieve these main goals:

- Technical advice and guidance are provided to the CA&T team on issues related to carbon markets and Article 6
- Countries of the LAC region know the type of projects, programs and certified carbon units that are generated in the LAC region
- Countries are aware of the social, environmental, and economic risks and benefits of carbon markets, and the safeguards to be respected to ensure the environmental and social integrity of the carbon units generated.
- In the long term, carbon units of high social and environmental quality are generated in a transparent manner, helping countries to increase their climate ambition and meet their mitigation commitments.

Responsibilities and Activities

Under the direct of UNEP’s Climate Ambition and Transparency Coordinator of the¿Climate Change Unit for Latin America and the Caribbean Office, the consultant shall perform the following activities:
Detailed activities:

- Timely deliver Deliverables 1.1 and 1.2
- Provide technical input to the implementation of the CA&T team activities related to carbon markets.
- Ensure coordination with relevant national institutions and government ministries to ensure that activities are distinct and fully complementary to other national initiatives.
- Liaison with national stakeholders.
- Engagement with local climate change involved entities.

3. Outputs / Work Assignments

Output 1: Conditions needed for the implementation frameworks for the future operationalization of carbon markets mechanisms and Article 6 in the LAC region have been identified.

Product No. 1.1: One technical report with results of a capacity building workshop on carbon markets and Article 6 for the LAC region. This report will include one presentation and one agenda and list of participants disaggregated by gender.

Product No. 1.2: One report on environmental integrity standards and safeguards required to generate high quality carbon units, and support the sustainable development of the LAC region, including an analysis of potential social and environmental risks and benefits associated with the implementation of climate change programs and projects.

**Responsibilities**:
1. Purpose.
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

One of the most relevant challenges the implementation of the Paris Agreement poses to countries is to count with strong Transparency Frameworks and with the necessary capacities to comply with the climate change commitments assumed at the international level. Carbon markets play a crucial role so that governments and the private sector can fulfil zero emissions or carbon neutrality commitments by 2050, as proposed by the Intergovernmental Panel on Climate Change (IPCC). Net-zero targets adopted to date cover around 70% of global greenhouse gas (GHG) emissions, but many are not yet supported by the near-term policies and regulations that are necessary to achieve them. Carbon markets can be part of the measures and mechanisms that can contribute to achieve the needed mitigation to achieve these targets.

However, one of the biggest areas of concern related to carbon markets and Article 6 is how to ensure environmental integrity and respect for social and environmental safeguards in the use of carbon markets. Therefore, the Climate Ambition and Transparency Team is looking for a Technical Consultant on Carbon Markets, Article 6 and Climate Change to support the region in analysing the types of projects, programs and certified carbon units that are generated in the LAC region, and their status in relation to environmental integrity and social and environmental safeguards, the risks and benefits for communities, among other aspects.
The incumbent will be supervised by UNEP’s Climate Ambition and Transparency Coordinator of the¿Climate Change Unit for Latin America and the Caribbean Office and will work home-based.

Qualifications/special skills
ACADEMIC:

- Bachelor’s degree in environmental sciences, economics, finance, administration, political science, international relations or related studies. (required)
