The main objective of the Web Programmer will be to develop a public access database and virtual library on a website that contains relevant documents on adaptation, particularly those related to climate change. The Programmer will provide a standardization protocol for the documents and information in other formats (audios, videos, images), and define the criteria for their inclusion within this platform.

Product No. 1:
Output: Conduct a mapping of existing documents based on the information managed at the Governance level regarding what has been done to date, particularly in the field of adaptation, and include other documents related to climate change.

Deliverable:
Report including:

- Standards and Guidelines: A detailed explanation of the documents and information collected that will be included in the platform.
- Collection Procedures: Detailed description of the sources of the information and who the documents belong to.

Product No. 2:
Output: Develop a system to define a storage protocol and technical specifications that the materials must meet before being included on the website.

Deliverable:
Report including:

- Data Inclusion Procedures: Guidelines for the process of adding the documents into the repository, covering the workflow from document collection and its source.
- Update Methods: A comprehensive description of how and when the documents on the website should be uploaded, to ensure standardized quality of the information.
- Database matrix with the collected and categorized documents.
- Mapping of information sources disaggregated according to each climate change-related topic.
- Diagnostic to determine the protocols according to the system in which it is most suitable to host the virtual platform and ensure its sustainability over time.

Product No. 3:
Output: Design a web site to host public access database and virtual library, with a defined structure and user-friendly navigation. The web design should include text, images, illustrations, and/or animations in a balanced manner, adhering to a standard of user-friendly navigation for all users.

Deliverable:
Report including:

- Guide or manual with methodology and criteria to consider when including documents on the platform.
- Selection of cloud server and domain for the website with the necessary technical characteristics to ensure long-term sustainability.
- Mapping of best service providers and a comparative chart that includes advantages and disadvantages according to the established standards.
- Guide to the website's structure and UX design.
- Present design proposals and website navigation for validation by NAP Project team and the DNCC.
- Build the website according to the selected graphic proposal.

Product No. 4:
Output: Conduct a workshop-style presentation to explain the UX of the website and how to follow the protocols established to upload documents on the website. Also includes best practices to ensure its sustainability.

Deliverable:
Report including:

- Presentation of best practices and guides for the socialization of the site protocols with different stakeholders virtually.
- Guidelines information to be given to graphic designer for including into user manual.
- Presentation of the UX and UI of the website with users and best practices.

The specific objective of the consultancy is to develop a publicly accessible data platform (for example, a virtual library) that could be hosted and managed online, containing relevant documents on adaptation, particularly national-level documents that are currently not available online.

- Conduct a workshop-style presentation with various stakeholders.

Reporting lines

Timely delivery of outputs as outlined in the Terms of Reference. Quality of design work and materials produced and approval of all deliverables by the Adaptation Programme Officer for UNEP Latin America and Caribbean Office.
