**Background**

UNICEF in Latin America and the Caribbean (LAC) is composed of 24 country offices that work in 36 countries and territories. The main role of the regional office (RO) is to provide technical assistance, build the capacity and exercise quality control to the 24 country offices.

The Social Policy Unit (SPU) at UNICEF LACRO works in the provision of technical assistance, quality assurance and evidence generation in relation to the eradication of child poverty and the strengthening of social protection systems, in support of Social Policy Officers and Specialists in UNICEF’s country offices.

Disability inclusive social protection constitutes a priority area of work for 2023, comprised both of evidence generation and capacity building in regional institutions to contribute to policy change, in terms of social protection programmes and systems that are inclusive of children and adults with disabilities.

**Purpose of the Assignment**

Under the guidance and supervision of the Social Policy Regional Advisor, the purpose of this consultancy is to support the overall design, coordination and lecturing of a regional course on social protection and disability, including the organization of the trainer of trainers (ToT) workshop.

**Specific Tasks**

The consultant will work within the UNICEF Social Policy team in the Regional Office and will have the opportunity to contribute to increase regional capacities among social protection experts and policy makers from UNICEF, Government institutions and other relevant agencies and organizations to better address the needs of people living with disabilities through inclusive social protection.

Specifically, the consultant will (i) support the design, adaptation and overall coordination of the social protection and disability course to be organized by UNICEF LAC and Colombia offices and external partners; (ii) support UNICEF in the design and facilitation of a five-day workshop to “train the trainers”, as described below.

**Expected Results**

The contractor is expected to lead:

- The final adaptation of a disability and social protection course syllabus to the Latin American and the Caribbean context, agreed amongst all stakeholders organizing the course.
- The preparation of a 5-day workshop for “training the trainers”, led by the academic coordinator and UNICEF, that will frame the course in current regional debates on social protection, including Care and Support Systems, to be conducted in Bogota, in June 2023.
- The academic coordination of a 5-day certified course on social protection and disability, selecting and leading faculty for the course, ensuring coherence and smooth flow of all course contents, activities, and assignments; and liaison with the administrative coordination.
- The lecture of 2 modules of the disability and social protection course.

**Minimum Requirements and Qualifications Education**
- Advanced academic degree (Master’s) in Social Policy (Economics, Public Policy, Public Administration, Social Sciences, or related field). Holding a doctoral degree (e.g., PhD) will be considered an asset.

**Work Experience**
- At least 10 years of demonstrated experience in the production of rigorous knowledge in social policy. Authorship of scientific articles or policy papers on social protection (social assistance, social security, early childhood policies) is required.
