**ORGANIZATIONAL CONTEXT**:
The job is located in the Regional Bureau for Latin America and the Caribbean (RBP), in Panama City. As part of the Programme Unit, the Resilience and Climate team supports Country Offices in the region to make people and food systems more resilient to climate change and other shocks, in closed articulation with other programmatic areas such as Social Protection, Nutrition and Emergency. The incumbent will work in the Resilience and Climate team and reports to the Programme and Policy Officer (team lead).
**JOB PURPOSE**:
To manage the support to Country Offices and teams at the Regional Bureau in projects and activities related to integrated resilience building, such as participatory planning tools (e.g. 3PA), asset creation and rehabilitation (e.g. FFA/FFT), promotion of access to markets for smallholder farmers and overall interventions that contribute to building resilient food systems. The incumbent will provide specialized guidance and technical support in developing and implementing policies and programmes in alignment with WFP's principles and procedures.
**KEY ACCOUNTABILITIES (not all-inclusive)**:
- Oversee and coordinate the design and implementation of portfolio of integrated resilience programmes in support to Country Offices' needs, ensuring that WFP-wide programme programme policies are translated into regional and country level contexts and implementation modalities and operations.
- Provide policy, strategic, and technical guidance on the positioning, identification, and design of integrated resilience programming.
- Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Lead the development conceptual and positioning frameworks for WFP’s activities of integrated resilience and food systems in the region, in alignment with corporate guidelines and overarching documents, and informed by research and analyses of policy and operational issues.
- Liaise with Country Offices, different units at the Regional Bureau and HQ technical units to develop, promote and disseminate integrated resilience models that are adequate to each context, as well as a coherent food systems conceptual framework.
- Provide timely and effective technical assistance and, as required, managerial leadership to Country Offices on the specific technical areas, including Country Strategic Plans design and implementation, preparation of project proposals and reports, among others.
- Monitor and oversee operational research and evidence building on issues relevant to the use of resilience programmes to support advocacy and resource mobilisation for WFP, and to strengthen programme/proposals formulation and mobilisation of funding.
- Coordinate the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Advise and support the development and implementation of functional training of WFP staff, partners and national government to prepare for and respond to implementation needs, organizing events (e.g. webinars and workshops) and providing inputs into training materials, among others.
- Ensure gender perspectives are incorporated in all areas of this work to ensure meaningful participation of women and men and the empowerment of women and youth and other marginalized groups.
- Support the identification, development and management of potential partnerships, including in the private sector, for building integrated resilience and promoting sustainable food systems.
- Lead technical discussions for regional articulation and partnerships with academia and research centres (e.g. CGIAR) to support studies and researches of relevance.
- Support COs in engaging with other UN agencies, in particular the RBA, private sector, research centres and relevant actors to establish partnerships and collaboration.
