The objective of this consultancy is to contribute to the electric mobility regulatory development in Mexico with the GCF readiness project “Advancing with a regional approach toward electrification in Latin America and the Caribbean (LAC)”. The consultant will support the Climate Change Unit´s in implementing the project in Mexico.

Responsibilities and Activities.

Under the direct supervision of the UNEP Climate Change Coordinator for Latin America and the Caribbean, and in close collaboration with the climate change mitigation team, the consultant shall perform the following activities (the base information for both reports is already gathered):
Activity 1. Support the implementation of the regional activities of the GCF Readiness project in Mexico. The consultant will support the implementation and adoption of the regional activities in Mexico. Specifically:
1.1. Electric mobility communication strategy. The consultant will coordinate the meetings with the communication areas of the key stakeholders, at least energy, environment, and transport to adapt the communicational messages and actions.

1.2. Website guidelines. The consultant will coordinate the meetings with the IT technical areas of the key stakeholders, at least energy, environment, and transport to i) gather information about the website needs, ii) present the website mockup and iii) agree on the website implementation guidelines.

1.3. Funding concept note or technical note development. The consultant will coordinate the meetings with the key stakeholders, at least, energy, environment, and transport to work on the funding concept notes and provide information and data needed for these proposals.

Activity 2. Support to the regional workshop. The consultant will support in the logistics, organization and content of a regional workshop for Mexico on electromobility issues, trying to involve all stakeholders, federal government, local governments, private companies, organizations and academia. This event may be accompanied by discussion tables, presentations, and a roadshow

Activity 3. Support for the publication and execution of NEMS (National Electric Mobility Strategy) and its working tables. The consultant will:
3.1 Support the publication of the NEMS, including the operational support to SEMARNAT, Support in the completion of the drafting of the NEMS (reception of comments and technical capacity to address them) and technical support for the regulatory improvement.

3.2 Follow up on the five (5) working groups formed within the framework of the National Electromobility Strategy (NEMS) including the attendance and reporting on the coordination meetings with SE (Ministry of Economy), including the logistics of the call for the different actors, keeping a record of the commitments made, control of the agreements, moderation of the roundtables, review of deliverables, establishing communication channels between the different roundtables and SEMARNAT (Ministry of Environment) and ensuring the punctuality and attendance of the meetings.

Generally speaking, the consultant will be responsible for:

- To collect and process the data necessary for the development of the above-mentioned studies.
- Create, promote and maintain relationships with national public, private and civil society actors for their involvement in the project. Actively seek the feedback of all sectors to the proposals to be created.
- Organize the logistics and content of the national workshops, with special attention to the appropriate involvement of all participants, taking into account the final objective of the workshop.
- Address the needs of national authorities and provide technical advice when required, ensuring their active involvement in all proposals.
- Observe national interests and priorities in the formulation of proposals, studies and conclusions developed.
- Meet the deadlines set by the regional coordinator.
- Attend and support the coordination process for the strengthening of civil society and private sector initiatives that promote an acceleration towards the transition to electric mobility.
- Actively participate in the community of practice by generating content, in coordination with the other national consultants and the regional coordinator.
- Encourage the participation and exchange of experiences and knowledge of government authorities, promoting leadership on issues in which they have progress.
- Do not divulge information derived from or linked to this consultancy, unless expressly authorized by UNEP.
