Objective.

CBIT’s most important contribution will occur by strengthening Peru’s reporting capacities so as to adequately comply with the requirements of the Enhanced Transparency Framework through the new reporting format under the Paris Agreement: The Biennial Transparency Reports (BTR). In order to carry out the activities of the CBIT project in Peru, a study is required to a technical assistant for capacity building and stakeholder engagement to provide support to all the training processes that are being carried out within the framework of the three components of the project.

Ultimate Result of the Service:
Ensure the optimal development of the capacity building processes carried out in the three project’s components, providing technical assistance to ensure the involvement and participation of state and non-state actors.

The consultant will carry out the following activities:

- Preparation of a database of state and non-state actors involved in comprehensive climate change management that need to strengthen their capacities.
- Facilitation and development of meetings with state and non-state actors to establish capacity building processes
- Review of actions and training programs carried out by the Ministry of Environment of Peru (MINAM), to identify the necessary material for CBIT training spaces
- Analysis of the participation, interests and training needs of the 9 interest groups in the integral management of climate change: women, youth, academia, Professional schools, Private Sector, Indigenous Peoples (PPICC), Women, NGOs, Afro-Peruvian people, unions and the private sector.
- Analysis of the participation, interests and training needs of the sectors / regional governments implementing the adaptation and mitigation measures.
- Preparation of a roadmap for climate action (including spaces for the exchange of knowledge, training, etc.) for the 9 interest groups in the integral management of climate change: women, youth, academia, Professional schools, Private Sector, Indigenous Peoples (PPICC), Women, NGOs, Afro-Peruvian people, unions and the private sector.
- Development of a proposal to strengthen training in the different components of the CBIT Peru project, determining the target population according to its characteristics.
- Coordinate within the General Directorate of Climate Change of the Ministry of Environment and others sectors, the design of training materials, ensuring the suitability of content
- Coordinate the implementation of the capacity building schemes, developing the syllabus, schedules, and the necessary logistics (lists, certificates, evaluation process, rooms)
- Manage the information and make the document map of the various trainings carried out in the 3 components of the CBIT Peru project.
- Technical assistance and support to develop participatory processes with non-state and state actors on the tools for Enhanced Transparency FrameworkOthers required.

**Responsibilities**:
Purpose.

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contributions (NDC) with an emission reduction goal of 20% of business as usual (BAU) Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its NDCs, as well as financial resources that are used to work on these issues, contributing to imp
