The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
**Minimum Qualifications**
- Local national preferred.
- Bachelor’s degree in law, international relations, law enforcement, public policy or related field.
- FSI level 3/3 Spanish, FSI level 2/2 English.
- Fifteen (15) years’ experience in the field of the specialty.
- Five (5) years specialized experience working with diversity, inclusion, gender-based violence, gender-based justice activities, indigenous or marginalized communities, or DEIA issues.
- Three (3) years of experience working with an Embassy or with international organizations.
- Experience briefing in Spanish and English.
- Three (3) years’ experience related to the legal profession, courts, criminology, law enforcement, public security, and/or public administration.
- Demonstrated experience in managing program resources in an international environment, including project analysis, design, implementation and evaluation.
- Demonstrated successful verbal and written skills and ability to present and defend complex analyses and proposals concisely.
- Ability to work independently on projects and issues within overall policy guidelines.
- Proficient in Microsoft Office Suite.

**Duties and Responsibilities**
- Assists INL in reforming Panama’s criminal justice system and public security services to implement diversity, equality, inclusion, and access (DEIA) principles and practices.
- Proposes, develops, and carries out DEIA projects and programs for Panama’s criminal justice system and public security services.
- Coordinates with INL Panama and other U.S. government agencies, Government of Panama (GoP) entities, Panamanian civil society, and international organizations based in Panama on DEIA.
- Advises INL Panama on developing, planning, and implementing all justice sector and selective law enforcement program DEIA activities to include policy and training.
- Assists INL Panama in developing DEIA program strategies and implementation plans within the rubric of current U.S. assistance and GoP national strategies.
- Makes recommendations to adjust programs and strategies.
- Coordinates with INL staff on training initiatives and prepares documents as necessary.
- Plans, design, and implements training and technical assistance to justice sector and security forces officials in Panama focused on gender-based violence; marginalized communities; DEIA; and other justice sector activities.
- Reviews and makes recommendations to INL Panama regarding justice sector and law enforcement DEIA program proposals, program training plans and initiatives, and training curriculum.
- Assists INL Panama to work with the GoP on action plans to address capacity deficits that prevent the GoP from effectively addressing key DEIA opportunities.
- Provides advisory and training assistance to the GoP to establish initiatives that respond and address crimes against gender, race, sexual orientation, and marginalized communities; and follows established policies, procedures, curricula, programs, and systems required to operate in a modern justice and law enforcement environment.
- Conducts periodic site visits to project locations to perform on-site inspections and assessments of INL Panama projects and programs.
- Assists INL Panama to assess the current partner government capability to respond to law enforcement and rule of law challenges related to DEIA issues.
