Result of Service

The consultant shall carry out the following activities:

- The technical qualities of products linked with the Energy sector of Argentina’s reports are

ensured.
- Technical assistance is provided to the NDCC team on issues related to the Energy sector.
- The Energy sector GHG emissions estimations are improved.
- The completeness of the GHG National Inventory is enhanced.
- The National Adaptation and Mitigation of Climate Change Plan is improved.

Specific tasks and responsibilities

CBIT’s most important contribution will be to strengthen Argentina’s reporting capacities to adequately comply with the requirements of the Enhance Transparency Framework through the new reporting format under the Paris Agreement: The Biennial Transparency Reports (BTR). In order to carry out the activities of Argentina’s CBIT project it requires the hiring of a Specialist in Energy Sector - GHG Inventory.

The consultant will carry out the following activities:
1. Collaborate with the NDCC in the collection and review of information and documents related to the 1- Energy sector of the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines for the National GHG Inventory (NGHGI);
2. Provide Technical inputs on previous reports and the identification of possible improvements.

3. Gather and process data, systematize and calculate GHG emissions for Energy sector according to the 2006 IPCC Guidelines;
4. Update of the procedures, sources of information, and references for the NGHGI.

5. Participate in the development of the national reports (Biennial Update Reports - BUR - and National Inventory Report), drafting calculation methodology, results, data used, summary tables and graphics.

6. Attend periodic meetings with relevant stakeholders (bilaterally or with more than one actor as required) within the energy sector through the National Climate Change Cabinet (NCCC);
7. Engage with relevant stakeholders linked with the Energy sector;
8. Compile and assess related mitigation and adaptation actions for the Energy sector;
9. Develop and collaborate in the implementation of the National Adaptation and Mitigation of Climate Change Plan;
10. Carry out the recalculation and evaluation of mitigation measures related to the Energy sector;
11. Participate and provide technical support to the NCCC meetings related with the Energy Sector;
12. Participate in the development of improvement activities for future estimations of GHG emissions inventory and mitigation measures for the Energy sector;
13. Collaborate with the preparation of communication and dissemination materials linked with the GHG Inventory and mitigation measures of Energy sector;
14. Provide technical advice to implementing partners carrying out agreements related to the energy sector.

15. Provide trainings to subnational experts of about the National GHG Inventory of Argentina.

16. Participate in the preparation and review of mitigation measures and associated spreadsheets and calculation reports of the BUR5.

17. Elaborate the National Inventory Report for precursor emissions from CO, N2O, NOx, SO2 and COVNM.

18. Collaborate in the analysis of the 2019 Refinement to the 2006 IPCC Guidelines for National GHG Inventories to evaluate possible improvements and its impact in the energy sector of the National GHG Inventory.

19. Articulate with the enforcement agency to define and implement common criteria regarding the statistics of the information sources used for emissions calculations (e.g. National Energy Balances (BEN), Statistical System of the Undersecretariat of Fuels (SESCO) tables, among others).

20. Collaborate in the implementation and documentation of the methodological changes required for the transition to the ETF and the submission of the first BTR.

21. Update the spreadsheets from the energy sector to report in accordance with the reporting requirements of the CRT and the ETF.

22. Analyze necessary and planned improvements in the energy sector for the first BTR cycle.
