Responsible for the development, operation and continuous improvement of the safety management system (SMS) at the DOS Airwing. Monitor the effectiveness of SMS at each site, initiate corrective actions when necessary and provide safety reports on SMS performance on periodic basis.
**ESSENTIAL DUTIES AND RESPONSIBILITIES**
- Provide safety advice to top management and propose corrective actions on safety related issues as needed.
- Ensure safety-related documentation and records are available and up to date.
- Responsible and accountable for providing effective support to aviation safety specialists and line managers to ensure the success of the safety management efforts.
- Identify and monitor safety and environmental hazards, risks, and promote the reduction or elimination of potentially hazardous conditions that may lead to accidents, occupational injuries, illnesses, deaths, and safety-related financial losses.
- Coordinate all safety-related activities within the requirements of the safety program with respect to mission requirements and the U.S. Government directives to ensure regulatory compliance.
- Report and investigate aircraft, ground safety, and environmental accidents to determine the cause of the accident and formulate recommendations to help prevent similar mishaps in the future.
- Detailed data-entry of technical information necessary in assisting in the monitoring of mishap reports to ensure accuracy and completeness.
- Extensive research dealing with OSHA and environmental regulations, vendor information, and logístical support for safety equipment and supplies.
- Ensure proper industrial safety procedures are followed in accordance with the contract and appropriate Federal, state, and local regulations, rules, and procedures.
- Provide administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet U.S. Department of State, Office of Aviation, Bureau For International Narcotics and Law Enforcement requirements.
- Provide written reports which are clear, concise and meaningful for all ground/aviation safety and environmental matters.
- Provide technical support in all types of Safety/Environmental issues such as data gathering, training, correspondence with CONUS and OCONUS internal customers, etc.
- Develop required reports, conduct briefings, safety training, and when directed conduct quarterly safety and semiannual safety stand down meetings.
- Assist in maintaining accident and incident records, files, and reports. Requires data entry and corrections to files on an as needed basis.
- Conduct safety audits and inspections of safety related equipment as needed.
- Process Safety Hazard Reports including investigating the hazard and ensuring mitigations are in place
- Conduct other tasks as identified by the Director of Safety.
- Perform duties as an active member of an aircraft accident board, when needed.
- Perform other duties as assigned.
**EDUCATION**
**Required**:
- A.A./A.S. degree from a two-year college or university in a related field and/or combination of education and related safety experience
- Must be a FAA commercial Instrument rated pilot either in Fixed Wing or Rotary Wing
- Formal training in OSHA, EPA, and hazardous waste storage and handling and disposal procedures
**SKILLS & EXPERIENCE**
**Required**
- Graduate from a DoD Aviation Safety Officer Course with Aviation Accident Investigation training or FAA, NTSB or accredited university equivalent
- Minimum five (5) years experience as an Aviation Safety Officer/Manager
- FAA Commercial Pilots License Instrument, with at least 1,500 hours of in aircraft flight time
- Proficient in Microsoft Office (Word, Excel, Access, PowerPoint Project and Visio)
- Must be willing to relocate - Performs routine travel
- Ability to pass a background check
- Must possess and/or obtain either an MRPT or a Secret Security Clearance, as required for the position, prior to hire.
**Preferred**:
- 1,500 hours of RW aircraft flight time
- Extensive experience in risk management and mitigation
- Prior experience as an instructor pilot, standardization pilot, and/or instrument flight examiner is desirable
- Understanding of aviation related quality assurance programs
- Prior Department of State WASS support experience
