***: HIAS seeks an Advocacy Consultant, LAC who can contribute to advancing the advocacy strategy for Latin America and the Caribbean. This role involves serving as HIAS' representative at the Regional Group on Risks, Emergencies and Disasters ("REDLAC" hereinafter) and other relevant inter-agency coordination structures, as well as co-leading REDLAC's Protection Working Group. The Advocacy Consultant, LAC will play a key role in supporting the organizations' mission to protect and advocate for the rights of refugees and other forcibly displaced people in the region. HIAS is an international Jewish organization that stands for a world in which refugees find welcome, safety, and opportunity. HIAS' comprehensive regional response for Latin America and the Caribbean meets the urgent needs of refugees, asylum seekers, and other forcibly displaced people in Mexico, Costa Rica, Panama, Honduras, Guatemala, Aruba, Guyana, Venezuela, Colombia, Ecuador, and Peru. HIAS' regional strategy relies on our high-impact services and well-established partnerships with donors and partners, including governments, UN agencies, NGOs, and local and refugee communities. It capitalizes on our expertise providing operational support and programming in four areas, including: Legal Protection; Gender-based Violence Prevention and Response; Community-based Mental Health and Psychosocial Support; and Economic Inclusion. REDLAC is a regional coordination platform for preparedness and response to humanitarian crises. Based on the Inter-Agency Standing Committee (IASC), it was created in 2003 as a mechanism to foster understanding and joint analysis of humanitarian crises and encourage regional, global and national approaches. HIAS is an active member of REDLAC since 2018 and has been elected to co-lead the Protection Working Group along with UNHCR. Note: This consultancy must be based remotely in Panama City, Panama. OBJECTIVES & DELIVERABLES: Represent HIAS as REDLAC's Protection Working Group co-lead together with UNHCR and conduct all duties and activities related to the position. Represent HIAS in other inter-agency coordination structures, such as the Coalition LAC RMD, meetings and events as required. Provide technical support to HIAS' LAC Regional and Technical teams on initiatives and activities related to HIAS' advocacy, comms and fundraising strategies. Prepare and review talking points, key messaging, position papers, analysis, reports, and others. Maintain up to date of matters and issues pertaining to the regional coordination structures and related forums to provide updates and technical advice. Maintain up to date of HIAS policies and guidelines related to the position. Perform other tasks as assigned. QUALIFICATIONS & REQUIREMENTS: Graduate degree in relevant field. Solid knowledge on international refugee, humanitarian, and human rights law. Excellent writing, editing, and speaking skills in Spanish and English. A minimum of five (5) years in the NGO sector, preferably in the humanitarian sector in Latin America and the Caribbean. Demonstrated coordination-lead experience, preferably in a humanitarian setting including interagency coordination and protection-related coordination activities. Work experience with the UN, multilateral organisms, non-governmental organizations and/or with States, preferably in the LAC region, is an advantage. Ability to manage time efficiently and meet deadlines. Ability to work well independently and supervising staff. Excellent computer skills (MS Word, Excel, PowerPoint and Outlook essential).
