Result of Service CBIT’s most important contribution will be the creation of capacities at an inter-sectoral level to track and evaluate the Dominican Republic’s NDC implementation, particularly for its mitigation component in the Agriculture, Forestry, and Other Land Use (AFOLU) sector, the Waste Sector, and the Terrestrial Transport subsector. This cross-sectorial and sub-regional work is fundamental for the Dominican Republic due to the economy-wide nature of its NDC target, which seeks to drive deep, transformational de-carbonization which can only be achieved incorporating multi/inter-sectoral approaches.The consultancy should be based on the 4 categories of the waste sector: -4a - Elimination of solid waste.4b - Biological treatment of solid waste.4c - Incineration and open incineration of waste.4d - Wastewater treatment and disposal.The consultant should consider the following aspects when tailoring the deliverables: -Institutionalization of the GHG Inventory System of the Waste Sector in the Dominican Republic, developing and agreeing processes for the elaboration of the sectoral National GHG Inventory sustainably over time.Identify the categories that occur in the country.Use of Intergovernmental Panel on Climate Change (IPCC) methodologies and default values. Selection of Emission Factors and Activity Data values to fill in information gaps.How to ensure the coherence of the time series when the data sources differ over time.Review the coherence in the time series (2000-2018) developed for this sector; and-How to improve the quality of the inventory as part of a process. Review Quality assurance and control that includes an inventory improvement plan.The consultant will carry out the following activities: -Run a thorough research of the main categories covered by the National GHG Inventory of the Dominican Republic, particularly those in the Waste Sector.
- Design and develop a 3-day capacity building programme to be delivered to key specific audiences of the Dominican Republic: two days for the Waste Sector Experts, and one day for the Second Postgraduate Programme for Climate Transparency and GHG Inventory Process of the Dominican Republic. -Ensure coordination with the relevant national institutions and government ministries to ensure that the project activities are distinct and fully complementary to other sessions of the capacity building programmes provided to these audiences within the CBIT Dominican Republic project. -Conduct the capacity building programme for these key audiences. -Prepare a Capacity Building Report with key findings, conclusions, and recommendations, based on the feedback received from the three key audiences.

**Ultimate Result of the Service**: Ensuring that the three key audiences’ capacities are built in the following objectives: -Identify gaps and gaps related to the survey of data, based on the different statistical procedures (Direct data, Surveys, Surveys, Expert judgments, others) according to national circumstances.Motivate the generation, collection, and management of data.Establish specific formats for the compilation of data suitable for the different categories and that these are converted to inventory units, always and when the actors have the capacities and the time to work the data with the approved methodologies.Control and security of information.OUTPUTS1.Design and Develop a Capacity Building Programme in the Waste sector of the national inventory of greenhouse gases of the Dominican Republic for key audiences (the Waste Sector Experts, and the Second Postgraduate Programme for Climate Transparency and GHG Inventory Process of the Dominican Republic). The content of the training shall cover the following: -General Description of Categories of the Waste subsector, to identify gaps in general information-Collection and Management of Activity Data, focused on how to collect data not currently existing in the National GHG Inventory-Interpretation of Activity Data: 4a - Elimination of solid waste.4b - Biological treatment of solid waste.4c - Incineration and open incineration of waste.4d - Wastewater treatment and disposal.Emissions Calculation Complement for these activities with associated Emission Factors-Quality Assurance and Control Processes in Activity Data Management-Approach to the Intergovernmental Panel on Climate Change (IPCC-2006) Guidelines for the Waste sector-Identification of Direct Greenhouse Gases that occur in the sector.Identification of the mitigation options of the NDC in correspondence with the categories that generate GHG emissions in the Waste sector.Explanation and approach of the different methods for the implementation of a calculation process applicable to the selected categories of the Waste Sector.Emission factors for related activities. -Calculation systems with the use of Inventory Software Intergovernmental Panel on Climate Change (IPCC) 2020 Version. 2.64-12.Practical exercise for the Livestock subsector for the ca
