2. Objective.

The objective of this consultancy is to provide technical support to UNEP and the Ministry of Environment on the coordination of the Chemicals and Waste portfolio in Brazil. Under the supervision of the UNEP Brazil Office and guidance of Project’s National Director, the incumbent will undertake the following tasks:

- Identify opportunities to develop new partnerships and new projects.
- Participate in the development, implementation and evaluation of assigned programmes/projects.
- Monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions.
- Manage activities undertaken by executing entities to oversee the execution of the projects under the Chemicals and Pollution scope.
- Coordinate technical discussions and prepare minutes of the meetings with partners.
- Coordinate the execution of activities and studies conducted by researchers and partner institutions, following the guidelines established by UNEP.
- Participate in workshops, seminars, meetings and other events, when requested.
- Undertake outreach activities, conduct training workshops, seminars, make presentations on assigned topics/activities.
- Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Performs other duties as required.

**Responsibilities**:
1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
The overall objective of UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The GEF (Global Environment Facility) Unit of the Chemicals and Health Branch acts as Implementing Agency for the GEF focal area on Chemicals and Waste.
The UNEP Brazil Country Office works in an integrated manner with the UNEP Latin America and the Caribbean Office and Regional Sub-Coordinators in anchoring national programme portfolio in the design of new projects and partnerships as well in identifying funding opportunities that can address national priorities.
The GEF Unit of the Chemicals and Health Branch in close collaboration with Brazil CO and the Ministry of the Environment of Brazil developed the project GEF ID 5861 entitled “Development of Minamata Convention on Mercury Initial Assessment in Brazil”, to enable a better understanding of the current situation of national mercury management, in line with the country's planning actions for the implementation of the Minamata Convention on Mercury. The GEF Unit of the Chemicals and Health Branch has also developed the project concept entitled “GEF ID 9530 Review and Update of the National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Brazil”. The project was approved on 21 September 2016, during the GEF 6th Replenishment.
The purpose of these terms of reference is the recruitment a consultant to provide technical support to the Ministry of Environment and UNEP on the coordination of the Chemicals and Waste portfolio in Brazil. This includes the implementation of outputs needed to enable activities “GEF ID 9530 Review and Update of the National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants (POPs) in Brazil”; and the “GEF ID 5861 Development of Minamata Convention on Mercury Initial Assessment in Brazil”.
The incumbent will be supervised by the UNEP Brazil Senior Programme Officer, and will work 40 hours per week, full time, in the UNEP Brazil Country Office, Brasília, Brazil.
