The Risk Treasurer is a senior level position responsible for overseeing the balance sheet and managing bank risk. The overall objective of this role is to ensure bank compliance and liquidity in line with all regulatory requirements and limits for al legal vehicles. **Responsibilities**: Ensure compliance with all regulatory and legal limits and requirements for all legal vehicles under scope. Manage liquidity to ensure adequate funding to the bank under all market conditions at legal entity level in cooperation with Regional Corporate Treasurer, Country Treasurer and MT Regional Head. Manage the interest rate risk of the balance sheet within the Volcker desk mandate, optimize returns on the investment portfolio while managing Cost to Close and OCI (Other Comprehensive Income). Assist with implementing the transfer pricing process and ensure it is transparent and in line with all the global policies Establish clear, constant, and effective communication channel with all stakeholders including, Senior Management, Trading, Corporate Treasury, TRM, BCMA, TTS, Finance, PCU, Regional Leadership team, and ICRM. Support Country Treasurer with required deliverables and assist with preparing the monthly deck and regular call presentations Help guide the country ALCO discussions and contribute to comprehensive analysis and discussions on balance sheet strategies for an optimal resource allocation Lead Market Treasury strategies and activities to ensure permanent compliance with Regulatory requirements and internal corporate mandated ratios, indexes and risk policies. Provide strong supervision and strategic direction to Markets Treasury and Trading business. Formulate and execute Investment securities strategies and optimize gains on funding and gapping to meet and exceed PnL Targets. Develop and manage the risk-taking infrastructure to ensure risks are correctly represented Lead and challenge the other traders to excellence Promote innovative ways to execute existing businesses, develop an innovation culture Drive data analysis projects to achieve business insight into existing or new processes **Leading strong governance and controls**: Work in close partnership with control functions such as Legal, Compliance, Market and Credit Risk, Audit, Finance in order to ensure appropriate governance and control infrastructure Build a culture of responsible finance, good governance and supervision, and ethics. Appropriately assess risk/reward of transactions when making business decisions; and ensure that all team members understand the need to do the same, demonstrating proper consideration for the firm’s reputation. Be familiar with and adhere to Citi’s Code of Conduct and the Plan of Supervision for Global Markets and Securities Services; and ensure that all team members understand the need to do the same Adhere to all policies and procedures as defined by your role which will be communicated Obtain and maintain all registrations/licenses which are required for your role, within the appropriate timeframe **Qualifications**: 5-10 years of experience in a related role Required licensing and registrations as applicable preferred In-depth knowledge of investment products Appropriately assess risk/reward of transactions when making business decisions; and ensure that all team members understand the need to do the same, demonstrating proper consideration for the firm’s reputation. Proven history of successful Balance Sheet and investment books management Consistently demonstrates clear and concise written and verbal communication **Education**: Bachelor’s degree/University degree in Finance, Economics, Business Administration or equivalent experience in the field.
