To fulfill the objectives of the project “Building capacities for the development of the National Adaptation Plan in the context of the NDCs adaptation themes in Panama”, the UN Environment Regional Office for Latin America and the Caribbean is recruiting a Consultant Specialist in Environmental Law to provide technical support and inputs to the National Project Coordinator and the Project Management Unit in the legal context analysis of several activities of the National Adaptation Plan.
The Consultant Specialist in Environmental Law will contribute to the effective implementation of the project by analyzing the legal context of the following tasks:
1. Carry out an analysis to understand the legal context and legal aspects to be considered to operationalize the NAP process as part of the government duty in pertinent legal instruments such as the Climate Change Law currently under preparation.¿
2. Substantive technical inputs to align the NAP project outputs and results to broader governance and related initiatives in Panama.
3. Carry out policy analysis and inputs to align the project with other adaptation related initiatives.
4. Develop a proposal with elements for government deliberation to strengthen the pertinent legal instruments such as the Climate Change Law (currently under preparation) or the Executive Decree N 135 on Global Climate Change Adaptation signed in April 2021 and a mandate for the periodic review of the National Adaptation Plan, thematic adaptation plans and thematic adaptation mainstreaming strategies every 5 years, as well as any other relevant elements.
5. Regular engagement and coordination with key stakeholders and technical inputs for policy dialogue at national and subnational levels on alignment of climate change adaptation priorities.
6. Develop a proposal with elements for government deliberation to strengthen National Climate Change Cabinet’s role within the government to lead and steer cross-thematic climate change processes in the country (for example by giving details on the members and its roles, functions of the National Climate Change Cabinet and other coordination aspects).
7. Substantive technical inputs to align the NAP financing and investment strategy with broader climate financing initiatives underway in Panama.
8. Develop proposal with legal elements for government deliberation to mandate the adoption of the Research and Development programme under the pertinent legal instruments such as the Climate Change Law currently under preparation or the Executive Decree N° 135 on Global Climate Change Adaptation signed in April 2021.
9. Provide strategic advice to National Project Coordinator on issues related to the preparation of briefing/policy notes upon request.

**Responsibilities**:
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).
In terms of addressing climate change, UNEP aims to support countries in the compliance of the objectives of the Paris Agreement and the priority actions defined in the countries Nationally Determined Contributions.
The overall objective of UNEP´s Sub-programme on Climate Change is to strengthen the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. The expected accomplishment regarding climate change adaptation is that adaptation approaches, including an ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. - programme on Climate Change is also committed to ensure that crosscutting issues such as gender equity and women empowerment is effectively undertaken in the development of its tasks to guarantee an equitable development in line with its adaptation objectives.
The Consultant Specialist in Environmental Law will operate under the overall supervision of the UNEP Adaptation Programme Management Officer for Latin America and the Caribbean Office, in organization with the National Project Coordinator.
