Org. Setting and Reporting These temporary positions are located in the Office of the High Commissioner for Human Rights, Field Operations and Technical Cooperation Division, within the Independent International Fact-Finding Mission on the Bolivarian Republic of Venezuela (the “Mission”). The incumbent will work under the overall supervision of the Coordinator of the Mission Secretariat and the direct supervision of the Reporting Officer. Responsibilities Within delegated authority, the Human Rights Officer/ Analyst will be responsible for the following duties: -Conducts substantive research and analysis of information and documentation pertaining to human rights and international criminal law matters-Employs monitoring and mapping tools and multi-source, including open sources material and satellite imagery, to support geolocation of incidents and to assess the authenticity of collected materials and testimonies-Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators-Prepares briefings, interview notes and analytical documents as required
- Plans and coordinates activities related to the Mission and defines work plan for the area assigned in accordance with established terms of reference-Drafts under the supervision of the Reporting Officer a variety of reports, communications, letters, briefings, statements, etc-Assists in drawing analytical conclusions, proposes the structure of reports and visualisation of the Mission's findings and conclusions and assists in developing actionable and gender sensitive recommendations-Provide guidance to new/junior staff.Performs other related duties as required.
**Competencies -PROFESSIONALISM**: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the reporting of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports.
A first-level university degree in the mentioned fields of studies in combination with qualifying experience may be accepted in lieu of the advanced University degree. Work Experience A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.A minimum of two (2) years of experience analysing information and evidence in international criminal law investigations is desirable.Experience working with an international court or tribunal, or other investigative mechanism is desirable. Languages French and English are the working languages of the United Nations. For the positions advertised, Fluency in English and Spanish (both oral and written) is required.
