Result of Service
The main objective of the position of Specialist in Monitoring and evaluation of adaptation to climate change is to lead the establishment of a monitoring and reporting system for the Honduras NAP (output 5.1), and specifically the execution of the following activities included in the project:
- Activity 5.1.1. Establish a base line of the measures identified under the National Adaptation Plan.
- Activity 5.1.2. Work on the institutional arrangements that ensure a f low of data and information to feed the adaptation monitoring and reporting system.
- Activity 5.1.4. Perform data analysis and annual reports of the progress made through the implementation of the National Adaptation Plan and use the inputs to inform decision making regarding the promotion and implementation of agreements/institutional arrangements between the project and institutions that could advance the national adaptation processes.
- Activity 1.1.5. Organize periodic meetings (at least one per year) at political and technical level (e.g. technical task force groups) among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions (using data under output 5.1) and monitor the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies.
Additionally, the Specialist in Monitoring and Evaluation of Adaptation to Climate is expected to assist the National Project Coordinator and the Project Management Unit in the development and implementation of other project related activities, including but not limited to attending national, regional, and local meetings, as required, and specifically the execution of the following activities included in the project:
- Activity 1.2.3 Organize workshops and training courses at national level on adaptation to climate change for technical experts from institutions such as The National Directorate of Climate Change (DNCC), Project Coordination Office under MiAmbiente, Clima+ office, and technical experts from Secretaries involved on implementation of adaptation measures such as Agriculture, Finance, Infrastructure, Health, etc., ensuring women participation following the gender national GCF guide designed by the first readiness proposal.
- Activity 4.1.3. Compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1.
For the effective implementation of the activities, the Specialist in Monitoring and evaluation of adaptation to climate change will perform the following tasks:
1. In coordination with the Project Management Unit, define the workplan, specific outputs and deliverables and estimated deadlines to comply with this Terms of Reference.
2. To identify available sources of information (international, national and/or local) relevant for monitoring
3. and evaluation of climate change adaptation and compile available information on climate change impacts, vulnerability, and adaptation initiatives, including the assessment of qualitative and quantitative information gaps and needs for Honduras.
4. Support the consultation process with different stakeholders in order to build the indicators that will allow to put together a monitoring framework for the NAP and a base line document of the NAP measures, as well as to track progress in their implementation (activity 5.1.1.).
5. Provide Technical insights for the development of a base line (i.e. establishing the current status) of the measures identified under the National Adaptation Plan (activity 5.1.1).
6. To organize meetings (at least one) at political and technical level among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions and monitor the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies (activity 1.1.5).
7. To collaborate with the organization and preparation of inputs for a high-level virtual meeting with MiAmbiente, Secretariat of Agriculture and Livestock (SAC), Finance, Clima+ and Chancellery to support them in the elaboration of the climate and resilience environmental policy that is being developed (activity 1.1.5).
8. Support the work on the institutional arrangements that ensure a f low of data and information to feed the adaptation M&R system (activity 5.1.2).
9. To undertake data analysis and compile annual reports of the progress made through the implementation of the National Adaptation Plan, ensuring the use of such inputs to provide recommendations for decision making (activity 5.1.4).
