Responsibilities and Activities:
Under the direction of UNEP's Energy & Efficiency Programme Management Officer of the Climate Change Unit for Latin America and the Caribbean Office, the consultant shall perform the following activities:

  • Collaborate with the CA&T team in the implementation of tasks for CBIT projects in Argentina and Costa Rica, SAP projects, and ad-hoc activities including administrative and event management.
  • Providing technical advice and guidance on issues related to the Enhanced Transparency framework, climate adaptation, and Loss and Damage.
  • Collecting, compiling, and reviewing essential resources and coordinating the information gathering regarding adaptation and loss and damage for the Unit as well as national stakeholders.
  • Analysing the information and develop recommendations and action points for key stakeholders in the region to provide them with tools to develop the capacity in climate action for minimizing and addressing loss and damage.
  • Ensuring coordination with relevant national institutions and government ministries to ensure that activities are distinct and fully complementary to other national initiatives.

The consultant shall carry out the following:
Output 1.

Steps are taken to provide direct support to countries with the formulation and implementation of projects related to Transparency and/or Loss and Damage, through the development of concept notes, technical products, or South-South exchanges.

Product No. 1

A document that will contain:

  • A technical summary of workshops organized by the unit that compiles lessons learned, successful case studies and recommendations to be shared with countries in the region. The summary can be based on events from the CBIT Global Support Programme or other panels/webinars organized by the unit, with a particular focus on the Argentinean and Dominican contexts.
  • A Resource Library compiling an annotated bibliography, useful guides, reports, and relevant project concept notes for countries in the region on the topic of Loss and Damage.

A deep-dive case report on the topic of Debt-for-climate swaps and other innovative financial mechanisms that respond to Loss and Damage that have been implemented in the region or are currently under formulation.

The report should mention the necessary conditions for implementation and the enabling environment for each case study identified, as well as offer a balanced view of the benefits and challenges of each financial instrument, with a focus on the Argentinean, and Dominican context.

Output 2. Participate in the knowledge exchange and consensus-building activities between different state and non-state actors on the requirements of the Enhanced Transparency Framework with a focus on Monitoring and Evaluation (M&E) systems for Adaptation and Loss and Damage

Product No. 3

A synthesis report on the state of Loss and damage assessments and their integration into existing national transparency systems.


The report should include insights from the Latin America and the Caribbean Climate Week 2023, the Forum of Ministers, and other relevant activities organized by the unit to strengthen the Loss and Damage agenda in the region.

This product will provide relevant inputs to concept notes under development and future iterations of the Transparency Pathways Report by the Climate Ambition and Transparency team.

The Consultant will support the CA&T Teams to achieve these overall goals:

  • Strengthen overall understanding of adaptation and Loss and Damage issues in the context of transparency and climate ambition within the Climate Change unit.
  • Better coordination and cooperation between team projects in the Climate Change unit, especially those regarding climate adaptation and other intersecting and complementary topics.
  • Inform countries about the type of issues and progress made on the themes of Loss and Damage in the context of the UNFCCC
