The general objective of the consultancy is:

  • The elaboration of the National Climate Finance Policy of Honduras as a support tool for national efforts to achieve the country's Nationally Determined Contributions with particular emphasis on strategic national adaptation processes.

The specific objectives are:

  • Review and update of the roadmap for the elaboration and implementation of the National Climate Finance Policy of Honduras.
  • Elaboration of the National Climate Finance Policy of Honduras.


The consultant must develop the following tasks to fulfill the objectives, products and deliverables of the consultancy, as well as any other activity that the UNEP Programme Manager Officer of the Climate Change Unit in close collaboration with the Technical Specialist in Climate Change Adaptation Finance, the National Climate Change Directorate (DNCC) and the National Project Coordinator.

a. Identify, compare and analyze experiences of other countries in the development and implementation of climate finance policies (benchmark).

b. Analyze lessons learned, strengths, weaknesses and successful cases in the development of climate financing policies or strategies.

c.

Develop a participatory consultation process with strategic actors involved in national climate change processes with an emphasis on adaptation and climate financing, for the elaboration of the National Climate Financing Policy (government institutions; private sector; financial sector; civil society sector; municipal governments; indigenous and Afro-Honduran peoples; international cooperation; academia, among others).

d. Establish an agreed national definition of "climate finance", and other related concepts, for Honduras.

e. Mapping and characterization of actors involved in the process of formulation and implementation of the National Climate Finance Policy.

f. Identify the current and potential role of the different actors in terms of climate financing in Honduras.

g. Catalogue the existing sources of financing for the implementation of the climate change needs and priorities of Honduras. Includes national and international sources, donations, public, private, among others.

h. Recognize potential financing sources for the implementation of the climate change needs and priorities of Honduras. Includes national, international sources, donations, public, private, among others.

Diagnose the gaps in financing for the implementation of the climate change needs and priorities of Honduras, such as all the measures of the NDC (mitigation, adaptation, JMA) and other climate change instruments, tools, plans or initiatives that could arise in the future.

Analyze existing and potential sources of financing to address loss and damage associated with adverse effects of climate change applicable to Honduras.

Identify financial and market instruments that can be used to finance climate change mitigation and adaptation actions and measures, as well as to finance loss and damage caused by climate change (taxonomies, guarantees, carbon tax, green bonds, payment for environmental services, EbA microfinance, debt swaps, insurance, national and international climate funds, incentives, grants, among others).

Analyze the role that projects and activities that fall under the mechanisms of Article 6 of the Paris Agreement will play.

(Commissions for credits for emission reductions generated, activities that could be financed as a result of income from commissions for emission reduction credits, etc.).

Develop a socialization process of the National Climate Finance Policy with all the actors involved, with the purpose of receiving feedback on it, including through periodic meetings to socialize, validate and follow up on the process of its construction.

p. Present periodic (bimonthly) reports of minutes of workshops and meetings attended and/or organized.

q. Develop a proposal for the technical and political validation process of the National Climate Finance Policy.
