The objective of hiring a consultant is to provide support focused on legal issues related to REDD+ and safeguards.

The role of the consultant includes legal advice, development of technical inputs and proposals of norms and regulations, and the review and feedback of documents.

The consultancy is expected to produce the following deliverables.

  • Document developed with recommendations for advancing the processes needed for ART/TREES registration and ERPA with LEAF

The consultant must carry out the following activities:

  • Prepare, support in the preparation, review and give feedback on draft regulatory norms or standards, resolutions, rulings, orders, memorandums, official letters and the like that must be issued by the SCC or the MAATE.
  • Collaborate with inputs and contributions to the registration processes under ART/TREES and the agreement (Emission Reductions Purchasing Agreement-ERPA) with LEAF.
  • Provide legal inputs and contributions to the processes of consultation and engagement of stakeholders, resolution of complaints and controversies, and policies and actions to address and respect safeguards.
  • Contribute with inputs and support in the followup of the development of the REDD+ benefit distribution plan of the country.
  • Conduct the development of guides and instruments associated with the technical standard that establishes the compensation scheme for greenhouse gas emissions in Ecuador.
  • Maintain fluid communication with the Legal Department of MAATE and other strategic partners according to the guidelines of the SCC.

Responsibilities:


The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.


The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).


The Consultant will be supervised by the UNEP Programme Management Officer UN-REDD+ for Latin America and Caribbean Office and will work 40 hours per week full-time in the Ministry of Environment, Water and Ecological Transition (MAATE for its abbreviation in Spanish) of Ecuador, in the Undersecretary of Climate Change ́s (SCC for its abbreviation in Spanish) offices.

Qualifications/special skills

  • Bachelor's degree in Law, Social or Environmental Sciences, or similar
  • At least 3 years of professional experience in processes related to International Public Law, Public Law, Administrative Law, Constitutional Law, conflict resolution or arbitration, provision, and regulation of public services. (required)
  • At least 2 years of work experience with public sector institutions in Ecuador. (desirable)
  • Knowledge and experience in using computer tools, such as Word, Excel, PowerPoint, and Outlook (desirable)
  • Professional experience in legal advice and public law associated with climate change (desirable).
  • General knowledge of Ecuador's legal, political, and institutional environmental framework. (desirable)
  • Knowledge of the country's legal framework related to climate change. (desirable)
Languages

  • Fluent in Spanish is required.
  • Basic knowledge of English is desirable
