The Position:
Under the supervision of UNFPA's Regional Humanitarian Advisor, the incumbent will enhance regional advocacy, coordination, and technical capacity for integrated sexual and reproductive health and gender-based violence programming in humanitarian contexts, with a specific focus on clinical management of rape.
Additionally, he/she will collaborate closely with the Humanitarian Response Division and country offices, offering essential support and coordination for the humanitarian response.How you can make a difference:

The primary role of the SRHiE Coordinator is to assist UNFPA in addressing sexual violence during emergencies as a key objective in the Minimum Initial Service Package (MISP).
Adhering to international standards and guidelines, the incumbent will enhance the capacity of UNFPA and partners to excel operationally in the field of CMR from the early stages of a crisis, ensuring the integration of do no harm principles and quality care into the humanitarian response.
The incumbent will collaborate closely with the humanitarian response division, regional and country offices, implementing partners, and other agencies to promote CMR services in emergency and post-crisis scenarios, ensuring full integration of CMR into SRH and GBV emergency programs.
He/she will provide advice and capacity building on CMR issues and help establish pertinent partnerships with other humanitarian stakeholders, NGOs, donors, and government counterparts.You would be responsible for:
  • Strengthening preparedness, coordination, and capacity of UNFPA and partners for the successful implementation of the Minimum Initial Service Package (MISP) on Sexual and Reproductive Health in Emergencies
  • Acting as UNFPA's Humanitarian Coordinator during crisis onset to ensure the integration of SRH and GBV actions, including CMR
  • Providing leadership at regional and country levels in SRH coordination and programming for enhanced response in humanitarian settings, with a focus on SRH/CMR/GBV integration
  • Supporting the establishment of effective coordination mechanisms among regional, national, and local SRH stakeholders, including implementing partners
  • Ensuring the integration of SRH components under the health sector/cluster and facilitating inclusion of GBV/protection components in Humanitarian Response Plans
  • Providing facilitation and liaison to enhance SRH supply chain management, service delivery, and information management, as well as to improve the visibility of UNFPA in humanitarian endeavors
  • Supervising humanitarian staff and consultants as necessary


Technical support and training
  • Providing orientation and training on SRH-related issues, including reproductive, maternal, and newborn health, family planning, STI and HIV prevention, care and treatment, and care for survivors of sexual violence
  • Conducting needs assessments and developing proposals to enhance and scale up SRH service delivery to affected populations
  • Supporting efforts to enhance the quality of humanitarian operational and system efficiencies for agile SRH response in the field, including identifying emergency reproductive health supplies needs and coordinating with relevant units for procurement and delivery of emergency medical supplies
  • Facilitating translation, adaptation, and reproduction of guidelines, protocols, and IEC material for improved RH service delivery
  • Conducting capacity building for SRH service providers and advising on the integration of comprehensive health services into primary health care as the situation stabilizes


Partnerships and Resource Mobilization
  • Promoting the integration of SRH and GBV in humanitarian action regionally and nationally
  • Establishing relevant partnerships with other humanitarian stakeholders, NGOs, donors, and government counterparts
  • Assisting in resource mobilization by engaging with donors, preparing/reviewing SRH components of funding proposals, and contributing to collateral materials, briefs, and reports

Information management
  • Collecting, analyzing, and providing feedback on RH data to implementing partners and CO4
  • Supporting regular monitoring and evaluation of RH interventions
  • Monitoring the proper use of commodities and supplies received through UNFPA, including preparing technical reports and periodic situation reports


B. Providing leadership, technical support, capacity development, and knowledge management on CMR
  • Establishing strategic linkages between CMR and GBV, SRH, and HIV programs to ensure synergies and maximize impact
  • Reviewing national protocols related to CMR, including specialized care referrals, to ensure alignment with international standards
  • Contributing to evidence generation on CMR to guide UNFPA's policy, programming, and resource mobilization by collaborating with research institutions and academia
  • Supporting the surge team by screening roster members technically, building surge roster capacity, and deploying short-term surge experts effectively


Lead in designing, adapting, and contextualizing regional CMR training materials and tools for online and face-to-face training sessions.

  • Facilitating CMR capacity building through trainings, webinars, or workshops at regional, country, or local levels as applicable
  • Systematically leading strategic operational capacity development efforts for key staff to ensure CMR competence within UNFPA and partners
  • Supporting integrated SRH/GBV capacity development efforts in humanitarian settings
  • Facilitating the establishment of a functional clinical management of rape community of practice with stakeholders
  • Training and mentoring a pool of CMR trainers while providing regular technical support as needed
  • Engaging with relevant actors to develop appropriate tools, standards, or IEC materials required by healthcare providers
  • Contributing to the development of best practices and lessons learned

Qualifications and Experience:
Education:
Advanced Degree or equivalent in public health or related fields; Clinical degree (medicine, midwifery, nursing)

Knowledge and Experience:
Minimum of 7 years of progressively responsible professional and managerial experience in humanitarian response, with some experience in health or sexual and reproductive health
Fluency in Spanish and working knowledge of English required; knowledge of other UN official languages, ideally French and/or Portuguese, is a plus
