The result of the consultancy is the effective implementation of the project activities, fruitful collaboration with key stakeholders, and achieving expected results in enhancing water security in Panamá via improved decision-making processes for adaptation planning and demonstration of cost-effective Ecosystem-based Adaptation measures.


The Project Coordinator will be responsible for the overall coordination of the project and will support the Ministry of Environment to achieve the project objectives by delivering planned outputs on time while supporting UNEP to provide technical and operational support.

Project implementation

  • Effectively implement project initiatives with project counterparts and UNEP by complementing existing capacities and providing onsite support where needed;
  • Advise on the execution of activities, particularly about planning, budgeting and implementation issues;
  • Prepare annual work plans and budgets, manage activities, and monitor expenditures using guidance from the Technical Advisory Panel and Steering Committee. The work plans will guide the daytoday implementation of the project and will indicate the need for overall coordination with other projects implemented by UNEP in Panama.
  • Provide input for strategic planning, goal, and objective achievement;
  • Contribute to technical training and make presentations during events and other engagements;
  • Conduct field visits to project sites to provide practical support and quality assurance;
  • Contribute to technical, administrative and logístical aspects of the project;
  • Represent UNEP at meetings, technical sessions, project events, ceremonies and functions.
Technical support

  • Provide technical guidance to project partners for the preparation of project deliverables;
  • Initiate and assist with the design, organization and facilitation of consultation meetings, training, workshops and other activities;
  • Provide specific technical input on the implementation and documentation of project activities directly within their technical area, including editing and/or writing and/or proof reading of technical reports and studies;
  • Provide oversight and technical guidance to international and national consultants hired to undertake/support the implementation of project activities;
  • Develop terms of reference for consultants and subcontractors.
Coordination and Networks

  • Network and foster functional relationships with project counterparts and other key stakeholders;
  • Facilitate or participate in workshops, webinars and meetings as needed.
  • Liaise and ensure strategic alliances with the institutions responsible for the beneficiaries at the national and subnational levels and coordinate with them to implement the Project and achieve the expected results.
  • Participate and promote dialogue in the community of practice and/or webinars to be implemented within the project.
Monitoring, Evaluation and Learning

  • Work in partnership with project counterparts and UNEP for the timely submission of regular, accurate and professional progress reports (narrative and financial) to management and other stakeholders as required;
  • Design adequate tools are in place to track all progress, achievements, challenges and lessons learned;
  • Promote learning and knowledge sharing among all related stakeholders;
  • Contribute to the exchange of knowledge, producing documentation for case studies and lessons learned;
  • Contribute to the preparation of evaluations and studies as required.

The UNEP Latin America and the Caribbean Office (LACO Office), located in Panama City, Panama works closely with the 33 countries of the region - including 16 small island developing States - with a population of about 588 million people.

The office works to serve the needs of the region and its activities are integrated into the work programs approved by the United Nations Environment Assembly of UNEP (UNEA).


The project aims to transform planning processes for climate change adaptation in the water sector in Panama by improving climate information for 10 watersheds, strengthening institutional capacities and demonstrating Ecosystem-Based Adaptation (EbA) solutions in three watersheds.

The project is organized into four main areas of work:
(1) Improving and adapting climate data and information for effective adaptation planning and action in the water sector; (2) Improving institutional capacity for climate-informed adaptation planning in the water sector; (3) piloting ecosystem-based adaptation (EbA) intervent
