Organizational Context:


The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 192-member National Societies.

The overall aim of the IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.


The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC).

The work of the IFRC is guided by the following fundamental principles:
humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland.

The Headquarters are organized into three main Divisions:
(i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.


The position is placed in the (RHRMU) Regional Human Resources Management Unit, Americas and provides support and guidance to the HR focal points of the delegations within the Americas Region and reports directly to the Regional Human Resource Manager.


Job Purpose:


The Regional Human Resource Business Partner plays a core role in the execution of HR strategic projects focused on attracting, retaining and developing talent for the Americas.


This role is the _Customer Service Ambassador_ for the delivery of excellent service to all our stakeholders through coordinating the development, compliance, implementation and maintenance of all HR policies, procedures and best practices within the Region.


Job Duties and Responsibilities:

Talent Acquisition

  • Liaise with HR communities and professional associations in order to keep abreast of emerging talent acquisition trends and integrate best practices in our programs and services.
  • Develop talent acquisition strategies and hiring plans to transform recruiting from an _asneeded_ function to a proactive hiring function by determining current staffing needs and producing forecasts.
  • Develop and maintain recruitment dashboards to visualize KPI data and evaluate performance in order to empower decisionmaking and align recruiting activities with Federation's objectives.
  • Review existing outsourced HR services and explore new solutions to propose improved quality service for human resources acquisition as required.

Talent Management

  • Ensure regional compliance with all HR policies and processes.
  • Review and assess existing HR staff regulations and identify gaps and inconsistencies to guide the process towards optimal alignment.
  • Develop, implement and monitor retention strategies to enhance the employee experience and measure employee satisfaction by utilizing tools such as annual employee satisfaction surveys, focal groups etc.
  • Initiate the revision of the employee value proposition to enhance key aspects of the employee life cycle related to compensation, benefits, career, work environment and organizational culture.
  • Stay abreast of developments, policies and practices in comparator organizations through surveys, networking, and relationships with other agencies and peers in these international organizations.
  • Ensure the salary scale and benefits plan are competitive and in alignment with the organization's overall policies, procedures and programs by performing remuneration data analyses, conducting audits on salary determination, preparing reports and providing advice to senior management.
