  • Analyze project performance and provide technical expertise to ensure coordination of synergies within the Project's activities with a focus on gender mainstreaming.
  • Provide strategic guidelines to enhance environmental governance and policy coordination.
  • Deliver evidence-based information for the strategic overview and coordination of various activities.
  • Prepare agendas, schedule meetings, and document minutes related to project activities.
  • Collaborate closely with partners to provide technical inputs and ensure project outputs' quality.
  • Identify gaps in partnerships and propose strategies for improvement.
  • Analyze information on current capacities for climate change adaptation implementation.
  • Engage in focus group discussions with key stakeholders to assess implementation experiences and develop improvement recommendations.
  • Identify new stakeholders to enhance adaptation planning capacity.
  • Develop guidelines to align subnational-level priorities for climate change adaptation.
  • Explore opportunities for expanding partnerships to mainstream climate change adaptation in investment planning.
  • Assess the interaction among government institutions regarding climate change adaptation in Panama.
  • Liaise with stakeholders to facilitate collaborative processes and propose information dissemination channels.
  • Perform other tasks aligned with the position's objectives as directed by UNEP.


Work Location: Panama City, Panama

Expected duration: 12 months



Duties and Responsibilities


The United Nations Environment Programme (UNEP) coordinates environmental policy development globally and regionally, addressing emerging issues for government action.

UNEP's Latin America and the Caribbean Office in Panama focuses on supporting countries in achieving the objectives of the Paris Agreement and Nationally Determined Contributions.

The Climate Change Sub-programme aims to assist countries in developing climate-resilient and low emission strategies for sustainable development, including gender equity and women's empowerment.

A Specialist in Climate Change Adaptation and Institutional Arrangements is needed to support the Ministry of the Environment and UNEP in a Green Climate Fund funded project.

The Specialist will report to the Adaptation to Climate Change Programme Office and be supervised by the UNEP Regional Coordinator.

Qualifications and Skills



Academic:

  • Bachelor's degree in relevant fields such as environmental management, social sciences, or political sciences required.
  • Master's degree in climate change or related field preferred.
  • At least four years of experience in climate change adaptation and project coordination required.
  • Knowledge of national policies and climate change planning frameworks desired.
  • Experience in engaging with key stakeholders and interinstitutional dialogue preferred.
  • Technical skills in NDCs design and monitoring desirable.
  • Experience in climate change work in Panama advantageous.
  • Ability to communicate effectively and work with international organizations.

Language:

  • Fluency in Spanish required; English proficiency desirable.

Skills:

  • Ability to build partnerships and work in multicultural settings.
  • Understanding of climate change adaptation frameworks and gender intersectionality.
  • Strong analytical and communication skills.
  • Expertise in providing guidance on gender-focused climate change adaptation.
  • Ability to communicate complex ideas to diverse audiences.
