1) General objective:
Provide technical assistance to the National Federation of Peasant, Artisan, Indigenous, Native and Salaried Women of Peru (FENMUCARINAP) in the formation and operation of the Platform of Indigenous Peoples to Face Climate Change (PPICC) as well as in the development of the work plan.

2) Specific objectives:
a. Facilitate the process and develop the necessary tasks for developing the work plan and operation of the Platform of Indigenous Peoples to Face Climate Change (PPICC).

The consultant shall perform the following activities:

- Conduct a comprehensive analysis of the current regulatory framework of the PPICC. This analysis should identify any gaps, inconsistencies, or areas that require improvement.
- Engage with the other six organizations that comprise the PPICC, as well as other relevant stakeholders, to understand their needs, goals, and expectations.
- Conduct a thorough review of best practices and case studies from other regions or jurisdictions that have successfully formed and installed similar organizations. This review should provide insights and recommendations for the PPICC.
- Develop a detailed communication plan for PPICC.

Outputs / Work Assignments

Output 1.

Provide a detailed account of the steps needed to form and install the Regional PPICC, including any challenges. The goal is to outline a strategy to enhance the visibility and influence of the seven organizations that comprise the PPICC. The consultant will include concrete recommendations for implementing the regulatory framework, including necessary legislative changes and administrative measures.

Product No. 1.

Proposal for a regulatory framework for the installation of the PPICC at the regional and local level, which incorporates the provisions of the Regulations of the Framework Law on Climate Change. The proposal must also include considerations of life plans, community plans and the Regional Climate Change Strategy, which it must contain.

In detail, the proposal must also include:

- Mapping of key actors for the installation of the regional and local PICC
- Conclusions of the meetings with national/regional/local leaders.
- Analysis of government measures in the Regional Climate Change Strategy and the Regulation of the Framework Law on Climate Change contribute to installing regional and local PICCs.
- A regulatory proposal for the installation of regional and local PICCs.

Product No. 2.

Report of the actions carried out for the formation and installation of Regional PPICC, which must contain:

- Analysis of government climate actions at the regional and local level.
- Identification of spaces for climate participation in regional and local governments for the installation of Regional PPICCs.
- Mapping of key actors.
- Report on monitoring the actions carried out for the formation and installation of Regional PPICC by the leaderships.

Product No. 3.

Communication plan to strengthen the collective spokespersons and leaders of the seven organizations of the PPICC, which must contain:

- Work meetings with leaders of the indigenous organization.
- Identification of key actors for the spokesperson.
- Identification of the communication and dissemination plans of the PICC.
- Proposal for a spokesperson program for leaders from the point of view of the advised organization.

Product No. 4

Proposal for guarantee funds for the PPICC, which must contain:

- Analysis of the key actors.
- Report of work meetings with leaders of the indigenous organization.
- Analysis of existing resources for creating the guarantee fund for the PICC.
- Proposal for a program of guarantee funds for the PICC.

Throughout the work that UNEP engages in, the Paris Agreement on Climate Change marks a turning point to an emerging climate regime that brings all the states and the actors together to a new global platform to address the growing risks to our planet.
The climate crisis that affects the planet continues to worsen, and its effects, which threaten to become irreversible, continue to affect the territories and populations of all the Andean countries, including Peru. The recent COP 27 held in Egypt has confirmed that global temperatures continue to increase, and greenhouse gas emissions have not been reduced.
