The main objective of the position of Climate Change Communications Specialist is to define an overall communication strategy for the project. Specifically, the Climate Change Communications Specialist is expected to produce more efficient and strategic communication products and develop awareness-raising material and campaigns to increase climate change adaptation knowledge among the various project stakeholders in Honduras.
The Climate Change Communications Specialist is also expected to support the National Project Coordinator in the development and implementation of other project-related activities, including planning, organizing, and attending national, regional, and local meetings, preparing materials as required, and assisting the Plan A project team in the preparation, elaboration, and dissemination of knowledge products derived from the project activities linked to the work of the National Directorate for Climate Change.
The Climate Change Communications Specialist will contribute to the execution of the following activities included in the project:
1. Activities 1.3.4, 1.3.2, and 1.3.3: Develop and implement an information and communication programme to reach actors and institutions at the national and local levels on matters related to climate change adaptation (A 1.3.4). Additionally, the consultant will support the development of a strategy to strengthen the capacities of key social stakeholders (A 1.3.2) and a strategy to engage the private sector and attract private investment opportunities to increase resilience on climate change (A 1.3.3).
2. Activities 4.1.3 and 4.1.4 included in sub-output 4.1 (Adaptation Knowledge management strategy developed and implemented): Compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1. (A 4.1.3). Knowledge management training/workshop conducted by experts hired by the project on how to collect, analyze, systematize, store, and share information, and aimed to reach 20-30 people working on climate change knowledge management (4.1.4).
3. Support other activities: 1.2.4, 4.1.1
The Climate Change Communications Specialist will contribute to the effective implementation of the project by performing the following tasks:
1. To develop and implement an information and communication programme to reach actors and institutions at the national and local levels on matters related to climate change adaptation (activity 1.3.4).
2. To support the development and foster a communication strategy aimed at engaging the private sector and attracting further private investment opportunities in adaptation planning at the national, subnational, and sectoral levels (activity 1.3.3).
3. To support the deployment of a strategy to strengthen the capacities of key social stakeholders based on the assessment of 1.3.1 (activity 1.3.2)
4. To support the development of a database platform publicly accessible that could be hosted and managed by the National Directorate for Climate Change (DNCC), containing relevant documents on adaptation, particularly documents at the national level that currently are not accessible online (activity 4.1.1).
5. To compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1 (activity 4.1.2).
6. To support the communications requirements for the development of knowledge management training/workshops conducted by experts hired by the project on how to collect, analyze, systematize, store, and share information aimed at people working on climate change knowledge management (activity 4.1.3).
7. To develop and implement the information, education, and communication programme to reach actors and institutions at the national and local level on matters related to climate change adaptation and raise awareness (activity 4.1.4).
8. Work proactively with DNCC, “Plan A” Project Team and the UNEP regional office team to identify opportunities for capturing and sharing knowledge and disseminating information about major progress and results.
9. Advise the “Plan A” project team and the DNCC on branding and publications policy and assist in their dissemination. These activities should include the production of promotion materials: leaflets, brochures, social media posts, and their distribution at different events.
10. Ensure that all outreach information material is written in a way that concepts and issues can be readily understood by the public and adapt each material to reach multiple target audiences contribute to the dissemination of the publications through social media, press, digital and printed platforms and other key audiences and stakeholders, considering the sector’s varied audience as well as UNEP’s and the Government of Honduras communication style and guidelines.
