Work Plan, Agenda, and Methodology for Consultancy Development.
Product 1 Document presenting:
Work Plan: A document that defines the proposed methodology for the development of established products, including the approach for the socialization and validation process.
Work Schedule: A document outlining the stages, formats for construction, socialization, and validation of the process (workshops, bilateral meetings, technical consultations, meetings with expert groups, official platforms).
Output 2
Legal Analysis and Proposal to Integrate Climate Change Adaptation Approach in the infrastructure Sector of Honduras. An executive or full version in English for this deliverable can be requested.
Product 2 Document presenting:
Analysis of National Policies for the infrastructure Sector and Climate Change. Report with legal elements that identify gaps, obstacles, strengths, and linkages of climate change adaptation with infrastructure sector regulations.
Proposal for Institutional and Legal Arrangements for Climate Change Adaptation in the infrastructure Sector. Report incorporating the climate change adaptation approach in the infrastructure sector, with a detailed action plan for the following steps.
Proposal for an Instrument for Integrating Climate Change Adaptation in the infrastructure Sector. “Decreto Ministerial” (DM) and/or “Decreto en Consejo de Ministros” (PCM) incorporating the climate change adaptation approach into infrastructure sector regulation.
Output 3
Supportive Documents for the Process Products and Systematization. Considering that all products should be developed under the approach of "consensus building and socialization with related sectors/actors."
Product 3 Document presenting:
Mapping and Characterization of Information Sources and Process Stakeholders. Report containing the stakeholders and information sources consulted for the development of each of the defined products, identifying stakeholders for potential success stories.
Process Systematization. Document based on the development of each defined product and the lessons learned from the overall process.
Support and Verification Means. Report providing evidence of the overall process development through the collection of meeting minutes, attendance lists, photographs, videos, and any other elements considered as supporting materials.
Specific tasks:
The consultant will be responsible for the execution of the following activities:
a. Conduct a mapping of stakeholders involved in the management of infrastructure sector and climate change policies and measures.
b. Develop a diagnosis of the systems, measures, and actions carried out by stakeholders involved in the management of the infrastructure sector and climate change policies and measures.
c. Conduct a legal, institutional, and operational analysis of the infrastructure sector and climate change adaptation policies and measures.
d. Implement a participatory process leading to the achievement of the consultancy's deliverables.
e. Document and systematize the processes and actions leading to the development of the consultancy's deliverables.
f. Coordinate actions with other projects and processes related to the products of this consultancy.
g. Maintain a continuous coordination and communication relationship with the Plan A Honduras project team, and the DNCC of SERNA and the UGACC of SIT through regular meetings to report on the progress of the deliverables.
h. Include legal elements in the development of various deliverables that enable the government to create a conducive environment for all sectors to contribute to climate change adaptation with a focus on the infrastructure sector.
i. Incorporate legal elements in the development of various deliverables that represent the vision and perspective of other sectors, such as the private sector, academia, local governments, indigenous and Afro-Honduran communities, considering their current and potential roles in promoting climate change adaptation actions with a focus on the infrastructure sector.
j. Include legal elements in the development of the various deliverables that enable the government, within its role, to create a conducive environment for all sectors to contribute to climate change adaptation with a focus on the infrastructure sector.
k. Incorporate legal elements related to the inclusion of a gender perspective with a focus on the infrastructure sector and climate change in the development of the various deliverables.
l. Validate the products and deliverables with the instances defined at the beginning of the consultancy.
m. Provide English language versions of the products and/or deliverables defined in both executive and comprehensive formats, when requested.
n. Deliver versions of the products in presentation format (power point), when requested.
