Work Plan: A document that defines the proposed methodology for the development of established products, including the approach for the socialization and validation process.

Work Schedule: A document outlining the stages, formats for construction, socialization, and validation of the process (workshops, bilateral meetings, technical consultations, meetings with expert groups, official platforms).

"Legal analysis and proposal for the monitoring and evaluation system of climate change adaptation, as part of an integrated climate change monitoring system in Honduras. A complete or executive version of this deliverable can be requested in English."

Product 2 Document presenting:
"Proposal for institutional arrangements for the Climate Change Adaptation Monitoring and Evaluation System (SISMEACC). Document with the necessary legal elements to ensure a proper flow of data and information (between government institutions and other relevant actors) within the framework of an integrated climate change monitoring system in Honduras, including a detailed action plan outlining the steps to be taken. This considers that SISMEACC must contribute to monitoring the National Adaptation Plan (PAN) and the country's defined adaptation Nationally Determined Contributions (NDCs)."

"Proposal for an instrument to operationalize monitoring and evaluation system for climate change adaptation. Document of Decision-Making and/or Project Cycle Management that incorporates SISMEACC as a component, if applicable, to a potential integrated climate change monitoring system in Honduras or enables its functioning as an independent process."

Output 3

Supportive Documents for the Process Products and Systematization. Considering that all products should be developed under the approach of "consensus building and socialization with related sectors/actors."

Product 3 Document presenting:
Mapping and Characterization of Information Sources and Process Stakeholders. Report containing the stakeholders and information sources consulted for the development of each of the defined products, identifying stakeholders for potential success stories.

Process Systematization. Document based on the development of each defined product and the lessons learned from the overall process.

Support and Verification Means. Report providing evidence of the overall process development through the collection of meeting minutes, attendance lists, photographs, videos, and any other elements considered as supporting materials.

Specific tasks:
The consultant will be responsible for the execution of the following activities:
a. Conduct a mapping of the stakeholders involved in the management of climate change adaptation policies and measures, and related institutional arrangements.
b. Collaborate in the process of reviewing the climate change policy framework in Honduras and its coherence with national context and priorities, including international commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and other related instruments.
c. Develop a diagnosis of the systems, measures, and actions carried out by the stakeholders involved in the management of climate change adaptation policies and measures.
d. Conduct a legal, institutional, and operational analysis of climate change adaptation policies and measures.
e. Facilitate a participatory process leading to the establishment of institutional arrangements to ensure the flow of information to the climate change adaptation monitoring and evaluation system.
f. Facilitate a participatory process leading to the establishment of institutional arrangements for reporting on climate change adaptation communications to the UNFCCC (United Nations Framework Convention on Climate Change).
g. Document and systematize the processes and actions that lead to the development of consultancy products.
h. Coordinate actions with other projects and processes related to the products of this consultancy.
i. Maintain a continuous coordination and communication relationship with the Plan A Honduras project team and the National Directorate of Climate Change at SERNA through regular meetings to report on product progress.
j. Include legal elements in the development of different products that enable the government to create an environment that contributes to climate change adaptation.
k. Include legal elements in the development of different products representing the vision and approach of other sectors, such as the private sector, academia, local governments, indigenous, and Afro-Honduran communities, considering their current and potential roles in promoting climate change adaptation actions.
