How can you make a difference? Purpose of the AssignmentBased on existing background material, this consultancy will synthesize and document shock responsive social protectionand cash transfer programmes in which UNICEF provided technical and/or financial assistance to Governments in LAC,or complemented the public social assistance offer with direct implementation of a cash transfers scheme. It will do soby means of producing four (4) case studies.The primary audience of the publication is UNICEF staff and partners, including policymakers, practitioners and otherdevelopment actors, such as sister UN agencies. Secondary audiences are external partners and donors.

The objective of the publication is to communicate to this public the breadth and quality of UNICEF work in support of shockresponsive social protection in LAC and, most importantly, its impact on programmes and policies that protect andimprove the lives of children and their families during crisis, enhancing our profile as Government partners with thesekey stakeholders. To this aim, the story of each research piece needs to be told in a succinct, engaging and accuratemanner. The style should be accessible but technically solid. The summaries should draw attention to the special featuresof the interventions supported by UNICEF.

**Specific Tasks Specifically, the consultancy will**: 1. Revise existing evidence (monitoring reports, evaluations, after action reviews and documentation exercises,both in Spanish and English) generated by COs on different social protection programmes implemented byUNICEF between 2020 and 2021, selected by the Social Policy Unit (SPU) at UNICEF LACRO.1. Based on the existing evidence generated provided by UNICEF, write four (4) case studies of shock responsivesocial protection (including cash transfers) programmes, by means of summarizing information following acoherent structure that presents the background/context, the objectives of the programme, the interventionapproach, the timeline, results, learnings and the next steps for each case.2. Revise draft versions of the case studies in consultation with SPU and CO specialists that led the socialprotection interventions.3.

Write an introductory foreword on behalf of SPU.4. Produce a final document that includes the foreword and the four case studies as a single coherentpublication (in terms of writing styles and categories of analysis of each case) on shock responsive socialprotection. Expected Results The proposed methodology for this consultancy consists of a document review of background material for each UNICEFsocial protection programme selected, followed by the synthesis of each programme and final writing of a case studyfor each programme (2,000 words each). The product will have undergone revision by UNICEF SPU at LACRO andconsultation with CO specialists that led the interventions before considering it final.

One (1) introductory foreword reviewed and fact-checked by UNICEF SPU at LACRO, and subsequently modified,as appropriate.3. A final document on shock responsive social protection in LAC that presents the final introductory forewordand the final four case studies (approximately 9,000 words in total) summarized and communicated in a clear,succinct and engaging manner including selected graphic elements to illustrate them. The document must bedelivered in editable format (.doc). To qualify as an advocate for every child you will haveEducation: Masters degree in social sciences, development studies, economics, public policy, science journalism, communication for development or any other related field.Experience: - Minimum 5 years of experience in experience in writing and researching for flagshippublications, with a strong research and/or science communication background. Minimum 5 years of experience working on international development issues.
- Previousexperience, knowledge and understanding of social policy or social protection will beconsidered an asset. Previous experience with the UN or UNICEF will be a strong asset.Languages: Fluency in Spanish and English is required. Knowledge of Portuguese will be an asset.Technical knowledge: - Expertise in the production of analytical/research-related publications on socialprotection/assistance programmes will be considered an asset. Technical knowledge and understanding of Latin America and the Caribbean will beconsidered an asset. Other skills: - Strong experience with writing, summarizing, and presenting scientific data, bothqualitative and quantitative. Outstanding writing and editing skills in English language and ability to convey advocacyand policy messages in a clear, succinct, yet accurate manner. Knowledge of UNICEF style guidelines or previous experience in writing for UNICEF and/orinternational development institutions will be considered an asset. - Excellent English writing skills is required.
