Flight Operations Manager

Manager of Flight Operations accountable to the Panama Site Manager for all Rotary Wing operational missions, ground and flight training conducted at the Main and Forward Operating Bases in Panama. Also serves as the Site Manager in their absence. In that role, responsible for aircraft maintenance, logistics and site support activities conducted in Panama under the contract. Serves as a primary advisor, coach and mentor of Panamanian personnel serving in the program to further enhance their professional aviation capabilities as individuals and units. The Operations Manager provides the first line leadership, management, and administrative functions necessary for the safe, efficient, effective operation of all mission activities conducted at the site.

**ESSENTIAL DUTIES AND RESPONSIBILITIES**

**Basic Responsibilities**:

- On behalf of the Site Manager, exercises operational control of a small fleet of Department of State-owned rotary wing aircraft to support initial and refresher aircraft training for assigned Panamanian personnel and operational missions conducted by them.
- Ensures flight training and operational mission activities are safely, compliantly, effectively, and efficiently accomplished in accordance with customers established standards and operating procedures.
- In the Site Managers absence, serves as acting Site Manager and the single point of contact for the Senior HQ INL/A representative in Panama who is responsible to approve missions.
- Primary contributor for the strategic operational direction of the operational activities conducted at the Site.
- Responsible for all required operational reporting.
- Coordinates with onsite with maintenance, logistics, mission support and host nation counterparts as required to ensure success of the Panama Site in meeting external customer operational requirements and expectations.
- Ensures that mission orders are consistent with and in support of contract obligations
- Maintains strong relationships with key customers and vendors.
- Responsible to the Site Manager for all other site current and future operational program requirements.
- Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws.
- Position requires a U.S. Security Clearance.
- Perform other duties as assigned.

**EDUCATION and/or EXPERIENCE Required**
- BA/BS or equivalent or minimum 10 years comparable experience.
- Minimum of 10 years of experience in management and operations of a mixed rotary
- and fixed-wing aircraft fleet (with BA/BS degree) or 15 years experience (without degree).
- Must have demonstrated working knowledge of aviation operations and knowledge of assigned country and their operational environment.s
- Minimum 15 years overall aviation work experience.
- Minimum five (5) years experience in Technical or professional management.
- Minimum three (3) years of aviation program management experience.
- Minimum one (1) year in projects of similar scope and/or military aviation equivalent activities and responsibilities.
- FAA Commercial Pilot Certificate or Military Equivalent and FAA Class II (or higher) Medical Certificate with the following minimum flight experience as a pilot:

- 1,500 total hours of flight time.
- 500 hours of turbine engine time.
- 300 hours of NVG experience.
- Strong Spanish (L2/R2) and English speaking and written communications skills.

**Preferred**
- Experience as a Pilot-In-Command or Operations Leader in austere/hazardous environments in the region.
- Experience leading / managing aircrew ground, simulator, and flight training programs; especially while training partner nation personnel
- 2,000 hours total time as Pilot - In-Command.
- Experience as an Instructor or Evaluator/Standardization Pilot
