**JOB PURPOSE**:
WFPs supply chain expertise in Latin America and the Caribbean (LAC) is grounded on proven execution in countries where it operates, and yet, the considerable impact to brought about by such expertise lies outside the Organization and in Government run safety nets.Social protection delivery in LAC is fragmented and supply chains are the unifier with the potential to yield the efficiency required to either reach more people or invest less in reaching them. Diagnosing supply chains is at the core of WFPs supply chain expertise. WFPs regional supply chain strategy in LAC aims at diagnosing safety net delivery - irrespective of the transfer modality used (i.e., in-kind, or cash-based) - and when done in tandem with the various entities in charge of delivering the social protection, capacity is transferred, and the exercise can be replicated.
The supply chain gap assessment will identify areas where capacity must be strengthened (by private, academia and/or humanitarian actors) and/or temporary stop gapping service provision activities are required, couple with a prioritization exercise, a business case, and a clearly defined exit strategy.
**KEY ACCOUNTABILITIES**:
The Supply Chain Officer will be an integral part of the service provision / capacity strengthening Team within the WFP LAC Supply Chain Unit lead by the Senior Supply Chain Officer, and will be tasked with the following:
1. Lead desk review(s) of the delivery of social protection programme(s) in LAC.
2. Coordinate and execute field mission(s) required to complement the desk review.
3. Identify supply gaps in the delivery of social protection programme(s).
4. Articulate proposals to bridge the gaps identified.
5. Present findings of the study to Senior Government Officers and WFP CO Management.
6. Design and lead a prioritization exercise including explicit buy-in from Government counterparts.
7. Build a business case (resources required & return expected) to implement priorities identified.
8. Define WFPs potential value-add role both in terms of service provision and/or capacity strengthening.
**DELIVERABLES AT THE END OF THE CONTRACT**:
1. Supply chain gap assessment of a social protection programme in LAC finalized.
2. Comprehensive report on the findings and proposed solutions issued.
3. Prioritization exercise conducted and report issued.
4. Business case to implement priorities built and shared.
5. Buy-in of the WFP CO and relevant Government entities secured.
