The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The position is located in the Regional Office for Latin America and the Caribbean (ROLAC) at the Panama City duty station. Under the direct supervision of the Administrative Officer (Finance and Human Resources), the incumbent will be responsible for the following duties:
**Responsibilities**:
1) Budget:

- Provides support in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Supports the Administrative Officer (Finance and Human Resource) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative Officer (Finance and Human Resource).

2) Claims:

- Verifies payments and claims registration of expense for Implementing Partners and UN agencies.
- Verifies payments of consultants and commercial entities.

3) Treasury:

- Reviews incoming payment instructions with regard to banking details and sources of funds.
- Monitors bank account movements and balance
- Registers monthly bank charges and deposits.
- Ensures banking details are correct in the system.
- Serves as a petty cash custodian.

4) General:

- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Drafts routine correspondence with respect to inquiries related to relevant financial and budget matters.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Assists with visualizations and updating information material such as web pages or brochures.
- Maintains and keeps up-to-date files.
- Performs other duties as required.

Education
High school diploma or equivalent is required. Supplementary training in Accounting and Finance is desirable. Certified Public Accountant (CPA) qualification is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience
A minimum of seven (7) years of experience in finance, budget, accounting or related area is required.

Working experience with the Enterprise Resource Planning (ERP) is desirable.

Work experience with an international organization or another comparable large organization and its administrative and financial rules and regulation is desirable.

Working experience with business intelligence tools is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is desirable.
