Result of Service Efficient, timely, responsive, client-friendly and high-quality support rendered to UNDRR / OCHA ROLAC and its beneficiaries in the accomplishment of her/his functions, including: Support to the CDEMA secretariat in multiple-actor coordination for DRR (disaster risk reduction), preparedness and response. Identification and facilitation of specific training needs and delivery of basic trainings to military corps and humanitarian organizations on civil military coordination, disaster preparedness and humanitarian assistance. Multiple actor coordination agenda in the Americas region specifically in Central America and the Caribbean defined and supported. Age, Gender and Diversity perspective is systematically applied, integrated and documented in all activities throughout the assignment.
Work Location Home based Expected duration Six (6) months with possible extension. Duties and Responsibilities UNDRR and OCHA jointly implement the 2021 UNDRR (United Nations Office for Disaster Risk Reduction) / OCHA (United Nations Office for the Coordination of Humanitarian Affairs) ECHO (European Commission Humanitarian Aid) Project that supports the implementation of the Sendai Framework and especially the priority for action 4: "Enhancing disaster preparedness for effective response and to "Build Back Better" in recovery, rehabilitation and reconstruction". One of the goals of the project is to improve humanitarian coordination among multiple actors and stakeholders, including civil-military relations in the context of disaster preparedness, disaster risk reduction and humanitarian response. This position will also coordinate with and support CDEMA (Caribbean Disaster Emergency Management Agency) in coordination matters, including civil and military coordination.Duties and responsibilities: The Multi-Actor Coordination Advisor (Civil military coordination) will have a reporting line to the External Relations Officer of UNDRR / Americas & the Caribbean.
Within limits of delegated authority, the consultant will be responsible for the following duties: Operational a.Analysis: Conduct an assessment and analysis of the multiple actors and stakeholders, including civil-military coordination, disaster preparedness and humanitarian response. b.Development and dissemination of guidance: Assist, advise and facilitate the development of regional/ country-specific guidance on multi-actor coordination, including UN system, NGOs and military personnel. Ensure that country-specific guidance or generic guidelines, including on applicable civil-military coordination, are properly disseminated and understood by both the humanitarian actors and the military and/or police forces present as well as by local actors, as appropriate. c.Liaison with DRR and Humanitarian Organizations: Establish and maintain a contact network with other UN Agencies or Mission-based personnel as well as NGO focal points coordination.d.Support Humanitarian Coordination and UNCTs (United Nations Country Teams): Support the Humanitarian Coordination by advising on an appropriate mechanism to interface with multiple actors and stakeholders representatives.
Advise both humanitarian actors and representatives on the appropriateness of the use of assets to support humanitarian activity. e.Humanitarian affairs: Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations in assigned country/area. Looks for opportunities to implement the Scaling Up Disaster Risk Reduction In Humanitarian Action. Recommendations for the Humanitarian Program Cycle and its related Checklist.
Organizes and prepares studies on disaster preparedness, humanitarian, emergency relief and related issues. Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support; drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries. f.Preparedness support and capacity building: conduct, facilitate and support preparedness actions with partners, including contingency planning and trainings to support capacity building needs as needed. Qualifications/special skills Skills: -Ability to work productively under pressure with minimum supervision and cope with tight deadlines is required.Proven analytical skills and experience on timely delivery of written reports, prepared in an accurate and concise manner is required.Strong inter-personal, diplomatic and communication skills is required.
