2. Objective.

The overall objective of the consultancy is to ensure that the governments of Panama, Honduras and the Dominican Republic are supported and guided as to how to address these topics in each of the projects. Similarly, the consultant should support any other gender mainstreaming activity in the project to provide decision-makers with a clearer picture of the differing impacts of climate change between population groups and create optimal benefits for all those involved.
The specific objectives of the Technical Consultant on Gender and Climate Transparency are as follows:
i. In consultation with project managers, provide technical inputs to the work on gender that has been done for each project and provide recommendations on the national conceptual MRV/M&E frameworks for Panama, Honduras, and the Dominican Republic.
ii. Provide recommendations on institutional arrangements and MRV/M&E information systems that will maximize the consideration of gender in climate transparency.
iii. Explain the linkages of MRV/M&E systems and gender mainstream to national planning programmes with a gender lens (NDCs, Long-Term Strategies (LTS), national development plan, etc.).
iv. Present inputs to undertake measures for collection and disaggregation of relevant data.
v. To identify the appropriate tools and priority actions that need to be undertaken to support gender-responsive climate action.

Ultimate Result of the Service:
Technical consultant on Gender and Climate Transparency and will support with the following results:
i. The gender and climate transparency consultant is expected to support to CBIT projects to increase their capacities in monitoring and evaluation systems, with a particular focus on gender mainstreaming and support.
ii. The gender and climate transparency consultant will contribute to this vision by building capacity in this area and facilitating the learning and knowledge development across the CBIT projects.
iii. Ensure that the recommendations are aligned with the objectives and strategies of the CBIT projects, the GEF and UNEP.

Outputs / Work Assignments

Output 1.1:
Supports the CBIT projects of Panama, Honduras, and Dominican Republic in fulfilling its responsibilities to achieve gender equality and the implementation of climate transparency mechanisms.

Output 1.2:
Product No. 1:

- Detailed work plan, covering the projects’ objectives and activities carried out so far in relation to gender mainstreaming, and providing recommendations for the inclusion of gender in the monitoring and evaluation mechanisms of the project as well as other further climate transparency goals.
- Summary assessment of Panama, Honduras, and Dominican Republic’s country climate risk/vulnerability reports that specifies the level of gender responsiveness (including the mention of other interest groups) of these plans in order to assess the gaps that need to be addressed.

Output 2.1:
Establishes the baseline for the current and existent work and advances in the selected countries on:
1) gender mainstreaming and climate change,

2) MRV/M&E systems,

3) gender and climate transparency.

Product No. 2:

- Report with Regional best practices for the design and development of an integrated transparency system to track climate action, including (but not limited to) recommendations on the following topics:

- System design and institutional arrangements with a gender lens
- Integration of academia, regional platforms, and other relevant stakeholders with a gender lens
- Capacity needs assessment and materials with a gender and just transition lens
- Guidelines for an NDC tracking MRV/M&E with gender and just transition lenses
- Gender responsive transparent systems
- Opportunities with partners in the region to foster peer to peer exchange in terms of gender and just transition in climate transparency
- Specific chapter with recommendations for Panama, Honduras, and the Dominican Republic

Output 3.1:
Steps are taken to strengthen the capacity on gender-climate change of government staff involved in the three CBIT projects.

Product No. 3:

- Report on technical workshops in Honduras, Panama, and the Dominican Republic on South-South Cooperation in transparency with a gender and just-transition lenses.

Output 4.1:
Stimulates a further deepening of climate transparency knowledge and the gender aspects incorporated by reporting on the work done in these countries.

Output 4.2:
Informs and assists the projects in monitoring efforts to mainstream gender in climate transparency goals.

Product No. 4:

- Report with recommendations on the national conceptual MRV/M&E frameworks for Panama, Honduras, and the Dominican Republic and their linkage to national planning programmes with a gender and just transition lenses (NDCs, LTS, national development plan, etc.).
