2. Objective.

The objective of this consultancy is to support the technical report generation of the electric mobility team (MOVE). The consultant will support the Climate Change Unit´s in achieving three main goals:
Responsibilities and Activities

Under the direct supervision of the Climate Change Coordinator for Latin America and the Caribbean, and in close collaboration with the climate change mitigation team, the consultant shall perform the following activities (the base information for both reports are already gathered):

- Activity 1. Develop the Fifth Annual Electric Mobility Report for Latin America and the Caribbean. The consultant will support the conceptualization of the theme, writing, editing, and lay-outing of the final report given the project context, objectives, collected data, lessons learned and recommendations (in Spanish). She/he shall gather the relevant data from the UNEP project and counterparts, UNEP, project consultants, stakeholders, and partners.

1.1.Prepare an annotated outline of the final report

1.2. Develop the first draft of the final report using UNEPs’ template/format for reports, including by conducting interviews and/or workshops to complement the preparation of reports and reports.

1.3. Develop the final document

Activity 2. Support the review of technical documents. The consultant will support research, documents, plans, standards and information necessary for preparing the “Regional approach to electromobility in Latin America.”. Specifically, the analysis of business models, legal frameworks, case studies and governance frameworks.

2.1. Review the content, writing and completeness of information of two (2) reports, i) the analysis of business models, ii) the legal and governance frameworks.

3. Outputs

Product No. 1: Fifth Annual Electric Mobility Report for Latin America and the Caribbean outline.

Develop an indicative outline of the main contents and a brief description of the content development.

Product No. 2: Fifth Annual Electric Mobility Report for Latin America and the Caribbean final document in Spanish.

The main body of the document should contain at least:

- Glossary, acronyms and technical terms
- Introduction
- Development of topics with the support of the UNEP technical team, elaboration of content, graphs, maps, diagrams, analysis and other material and content for a good understanding and development of the report.
- Case studies in the region with the support of the UNEP technical team (10-15).
- Bibliography and references

Product No. 3: Report on the review of the study “Regional approach to electromobility in Latin America”.

The consultant should have as main input the studies developed by the regional consultants and review the content of the documents: the analysis of business models, legal frameworks, case studies and governance frameworks.

Product No. 4: Fifth Annual Electric Mobility Report for Latin America and the Caribbean final document in English

1. Purpose.

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region to set the transition to low-emission and resilient economic development as a national and regional priority. The UNEP Office for Latin America and the Caribbean oversees the implementation of several UNEP’s projects in the region of Latin America and the Caribbean. These projects are implemented by partners at national level in several countries, commissioned by the relevant government authorities. The main objective of UNEP is to strengthen countries’ capacity to identify and implement adaptation and mitigation measures aimed at increasing resilience to climate change of countries and local communities.

UNEP’s climate change unit leads a portfolio of initiatives on Mitigation (electric mobility, renewable energy and energy efficiency), Adaptation (national adaptation planning, nature-based solutions, cities and key ecosystems), Climate Ambition (NDC, LTS and carbon markets), Transparency (Enhanced Transparency Framework) and Climate Finance for sustainable economic recovery in the region, as well as a regional knowledge transfer portal. All the above is aligned with requests received by countries and mandates agreed by the Forum of Ministers of the Environment of Latin America and the Caribbean.
