Result of Service
NDC Action National Coordinator will support initially focus on NDC Prioritized Strategic Sectors in Argentina, including but not limited to the actual NDCs sectors. The NDC Action working plan will be coordinated with key professionals within the Ministry of Environment.
Overall Activities:
The NDC Action National Coordinator will contribute to the achievement of the expected Outcomes and Outputs of the NDC Action Project in Argentina. This will include supporting the Deputy Climate Change Secretary and Directorate of Climate Change of the Ministry of Environment in Argentina in coordinating the NDC implementation through regular update reports on implementation and supporting organization of meetings, overall planning, organization and implementation of the Project in country with close cooperation of national technical institutes.
- Overall NDC Action Coordination in Argentina and support the Ministry of Environment, as well as the National Cabinet of Climate Change in order to ensure project outcomes, outputs and activities are performed according to commitments made with the donor.
- From the Ministry of Environment, support the revision of updated NDCs in the country.
- Elaborate and coordinate with national entities, the TORs for consultants and the selection processes according to the work plan.
- Facilitate the engagement of stakeholders with the project, including regional governments, local environmental authorities, including but not limited to: International Climate Initiative (IKI) NDC Programme, The IKI Regional LEDS Support Project, CBIT Project, and other transparency projects led by UNEP.
- Financing and project structuration capacity building: Several projects and NDC support initiatives have a capacity building component for the enhancement of financing skills. There are many actions shortlisted as options to be financed and/or scaled up. NDC Action should consider those previous prioritization analyses and suggest its actions as a continuation of some of the actions that are already identified.
- Prepare the Project progress reports and, all annual/year-end project revisions;
- Provide local insights to international experts;
- Participate in the discussions and development of the Climate Change National Plan of Argentina.
- Participate in the discussions and development of the national LTS in relation to the NDC.
- Promote the work and dialogue with the National Technical Institution (NTI) for Argentina.
- Collaborate as the NDC Action Coordination in Argentina to the meetings and technical discussion of the External Advisory Board (Consejo Asesor Externo in Spanish) for the implementation of the national NDC regarding the objectives of the project.
Ultimate Result of the Service:
- The project meets its objectives and achieves expected outcomes via day-to-day project operations and project partners are periodically updated on the progress of the project via progress reports.
- The project finances and processes are periodically updated according to work plans and budgets.
- Administrative activities of the Agreements are carried out according to the work plan.
- Day-to-day project operations are ensured.
- Prepare Reports including monthly budget execution of the project;
- Prepare Reports with main conclusions from meetings with the financial team of the Ministry of Environment and Sustainable Development;
- Keep track of day to day project financial operations and administration of the project and preparing the related reports;
- Be responsible on a regular and collaborative basis in procurement duties for all project activities;
- Monthly report with individual or group consultants hired, indicating the status of hiring, budget, dates of deliverables.
- Project partners are periodically updated for allocation of the grant according to the quarterly and annual work plans and budgets elaborated in coordination with relevant stakeholders.
- Via monitoring the risk management plan, project partners are notified in writing if there is need for modification to the agreed implementation plan and budget, as a means to seek approval. Any inconsistencies made by the Executing Agencies will be addressed and rectified.
- Annual work plans are prepared in consultations with the NDC Action Review Committee and project partners.
- National Launching event and workshops, national NDC Action workshops and Climate action coordination comities and/or commissions are held according to the approved work plan.
- Technical advice and guidance are provided to the project team on issues related to the project activities.
- Management and coordination, project partners, of the operative aspects of contracting professional services and everything necessary for the execution of any activity are periodically made, taking into account any mechanism necessary to monitor compliance with external contracts and subcontracts.
