**Operations Support Consultant for Indigenous Peoples**

**Background**:**
GDI is looking for a sociologist, anthropologist, social or political scientist or professional with a background in indigenous peoples’ development to support operations and the development of analytical and technical products pertaining to development identity and indigenous peoples of Panama.

In 2019, the IDB approved its first Diversity Action Plan (DAP), with the objective of improving the quality and quantity of operations supporting indigenous peoples, persons with disability, African descendants, and LGBTQ+ individuals. The main objectives of this consultancy are to provide operations support, technical assistance, and analytical work on projects involving indigenous peoples. The consultant will support GDI and multisectoral project teams along the life cycle of Bank operations in the Panama country office.

**The team’s mission**:
The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. Our objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The Gender and Diversity Division´s mission is to promote gender equality and development with identity of indigenous peoples, and the inclusion of African descendants, persons with disabilities, and LGBTQ+ individuals in Latin America and the Caribbean through policy and strategic guidance, as well as technical assistance and training programs. We use a three-pronged approach: (i) support the integration of proactive actions to address gender and diversity issues in lending operations across the Bank’s sectors; (ii) develop new initiatives with innovative approaches for advancing gender equality and diversity; and (iii) generate data, analytical work and evidence on what works to support future policies and operations.

**What you’ll do**:

- Support GDI specialist and project team leaders and their respective counterparts and consultants in effective engagement with indigenous peoples by providing guidance, liaison and coordination with indigenous governance structures; indigenous community-based organizations; indigenous civil society organizations; as well as other indigenous thought leaders and professionals.
- Facilitate dialogues and coordination with indigenous communities and governance structures where Bank operations are or may intervene.
- Track and monitor Panama country office operations that are engaged with indigenous peoples, support reporting on indigenous peoples’ engagement for country portfolio analysis as well as the Diversity Action Plan.
- Centralize and manage organize operations and reference materials pertaining to indigenous peoples (studies, statistics, tools, etc) that may be of use to project teams in Panama country office.
- Support the development and dissemination of technical instruments, workshops, and methodologies (stakeholder mapping; mapping of indigenous organizations; protocols; etc) that advance effective engagement with indigenous peoples.
- Participate as a team member in loans and technical cooperation’s by providing technical inputs pertaining to development with identity and indigenous peoples. Review reports and provide feedback on reports, studies, analysis pertaining to indigenous peoples.
- Support the development and advancement of a participatory research agenda with indigenous peoples on issues critical to development with identity (sexual and gender-based violence; indigenous economic empowerment; indigenous governance; culturally pertinent public services; etc.).
- Participate in GDI and other Bank working groups, as needed, to support gender and indigenous peoples mainstreaming by developing technical inputs and facilitating coordination across Bank divisions.

**What you’ll need**:

- **Citizenship**:You are either a citizen of Argentina or a citizen of one of our 48-member countries with residency or legal permit to work in Argentina.
- **Consanguinity**:You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
- **Education**:Bachelor´s Degree in Law, Anthropology, Sociology, Political Sciences or related field. Masters preferred.
- **Experience**:Minimum of 2 years relevant professional experience working in indigenous peoples’ development.
- **Languages**: Fluent in Spanish and English. Preferably fluent in at least one indigenous language of Panama.
