Project Context and Scope
- Given the variety of humanitarian methodologies for disaster preparedness, community participation, and the lack of integration of vulnerable groups—particularly migrants and gender considerations—into local policies, the International Organization for Migration (IOM) proposes a tailored migrant-inclusive, gender-sensitive, multi-hazard disaster preparedness approach applied to policymaking processes. In this sense, an ECHO funded project is to be implemented in the region aiming to work with public authorities and communities to ensure the inclusion of vulnerable groups, especially migrants and women, throughout the entire emergency cycle focusing on preparedness and anticipatory action. The project seeks to strengthen disaster preparedness systems integrating displacement-sensitive and gender-responsive dynamics into strategies and policies at subregional and national levels, with a focus on urban and peri-urban areas of Ecuador, Colombia and Chile.- The consultant will lead the implementation of the project liaising with migrant and women communities, governments, key stakeholders (including other international organizations and regional forums) and IOM colleagues at OSE, Regional Office and Missions involved. The actions of the consultant in the first phase of the project is to support and confirm the data collection and mapping of the situation in the selected countries if the project and set the basis for a consultative process with governments in South America. The consultancy will report directly to the Project Manager of the initiative and will coordinate closely with the Regional Officer for Preparedness and Emergencies at the Regional Office for the Americas.Organizational Department / Unit to which the Consultant is contributing

Project name: Empowering communities and governments for migrant-inclusive and gender-sensitive disaster preparedness systems

Responsibilities: Tasks to be performed under this contractLead the data country level collection process to identify the policy gaps and needs of the different stakeholders involved in disaster Management in the region. In coordination with the PM and thematic specialist, and with support from country missions, secure the development of the consultative process with national and subregional governments and their risk Management focal points, as well as with other key humanitarian actors, and establish the methodology for this process (including interviews, surveys, workshops, etc.) Organize and deliver workshops and events with the participation of government representatives and key humanitarian actors during the phases of the consultative process. Develop key findings into presentations and reports including the prioritized outcomes from consultative process aiming to promote migrant inclusive and gender sensitive policies in disaster preparedness systems in South America Follow up and review the study of the Platform for Disaster Displacement (PDD) Secure a Good relationship with country focal points from IOM missions in South America to secure the implementation of required activities Provide technical Support to implementing missions when required Support with drafting of narrative reports and participate in meetings with donor when requiered Plan and deliver monitoring visits to the missions involved in the project in Coordination with the Project Manager and the RTS Unit of the Regional Office.Performance indicators for the evaluation of results Guarantee IOM principles Guarantee the delivery of a data collection document that will explore and identify the policy gaps and needs of the different stakeholders involved in disaster management through data collection focused on the community and local governments levels and the consultative process as a review of existing policies, needs and gaps, that will be gathered through dialogues, fora and bilateral interviews. Delivery of 2 consultative processes, one workshop with humanitarian actors and one regional forum. On time delivery of tasks, including comments raised by IOM and other relevant stakeholders of the project. Integrity and precision at revision and analysis stages. Relevance and deep analysis of recommendation and findings throughout the consultancy. Clarity and accessibility of the developed materials. Follow IOM Glossary and Style Manual for IOM Publications

Qualifications: Education
Masters degree in social sciences related topics, with specialization in emergency response, disaster preparedness, peace and conflict resolution, migration, international relations among others;
Experience
At least six years of relevant experience;
Experience working as consultant or staff with United Nations agencies and particularly IOM tools and procedures.
Experience in working with migrants, refugees, internally displaced persons, humanitarian
