All health workers should be provided with both the skills and training needed to deliver high-quality care in increasingly digital-enabled work environments - as well as an understanding of how gender dynamics affect not only career opportunities but also care delivery and care-seeking behaviors. Without such action, we risk further exacerbating gender inequalities among the global health workforce, limiting the career trajectories available to scores of women and negatively impacting the provision of health services for all, particularly the most vulnerable and hardest to reach.

The International Telecommunication Union (ITU) reports that over 90% of jobs worldwide already have a digital component, and many will soon require more sophisticated digital skills. The swift transformation of the health sector from paper-based to electronic systems is in line with this trend and necessitates a health workforce with both the confidence and competencies to successfully use digital tools and technologies on the job.

Women have less access to and use of both the internet and digital technologies than men - this is frequently referred to as the gender digital divide. With women making up 67% of the global health and social service workforce and 70% of the community health workforce, it is imperative that UNICEF and partners play a leading role in closing the gender digital divide by upskilling health workers with digital literacy skills everywhere. UNICEF leverages the UNESCO definition of digital literacy, defined as ‘the ability to access, manage, understand, integrate, communicate, evaluate and create information safely and appropriately through digital technologies for employment, decent jobs and entrepreneurship.

It is within this context that UNICEF developed a training package designed to assess and enhance the gender and digital literacy skills of the community health workforce and to ensure community health workers can effectively deliver immunization services as part of Primary Health Care (PHC). The package currently encompasses the following components:

- A demographic and behavioral survey - designed to collect background information on participants, including their access to, use of, and comfort with digital devices.
- A digital competencies self-evaluation - for participants to self-assess their skills on everything from the fundamentals of hardware and software to their ability to create digital content.
- Training pre and post tests to measure learning resulting from the course.
- Hands-on and skills-building activities - designed to include extensions for CHW with higher digital literacy skills or those seeking a challenge.

Rapidly scaling the Gender and Digital Literacy Training for CHW is a priority for UNICEF’s Latin America and the Caribbean regional office, in alignment with the community health and nutrition, UNICEF’s Strategic Plan, the Immunization Agenda 2030 (IA2030), and Gender Action Plan. As such, a consultant is required to develop complimentary materials so that the course can be packaged as a scalable comprehensive training package for adult learners that can be rapidly contextualized and utilized by any Spanish-language UNICEF Country Office within the region.

**How can you make a difference?**

- Develop a comprehensive Facilitators’ Guide for the current course including instructions for all activities, handouts and highlights of key concepts for participants/learning objectives.
- Develop a Training of Trainers’ (TOT) Manual and cascade model so that the training can be scaled to meet national needs of any country within the region.
- Develop a TOT Facilitators’ Guide including instructions for all activities, handouts and highlight of key concepts for participants/learning objectives.
- Create slide decks to accompany the Facilitators’ Guide, TOT Manual and TOT Facilitators’ Guide that are formatted such that any Spanish-language UNICEF Country Office could quickly modify them to their country context, inclusive of speakers notes.
- All content should be developed in Spanish and in accordance with UNICEF’s Brand Book and Style Book.
- Slide decks from original Gender & Digital Literacy Training will be shared as part of the consultancy.
