The IFRC Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is the Americas Regional Office (ARO) based in Panama that covers 35 countries through six delegations.

The office in Panama hosts over 100 of the circa 200 staff in the Americas region.

The Senior Human Resource Officer reports to the Regional Human Resources Manager.

Job Purpose:


The Senior Human Resource Officer maximizes staff performance to service operational needs of the office in Panama by creating value through focusing on policies, systems and an enabling environment conducive to attracting and developing diverse talent.

S/he is responsible for recruitment, training and development, performance reviews, staff health, and national staff benefits rewarding.

S/he protects the interests of staff and of IFRC Secretariat in accordance with management policies and national and international laws and regulations.


Job Duties and Responsibilities:

Talent Acquisition

  • Support Line Managers with registering new positions on HRIS
  • Review new or revised job descriptions and refer to the Job Classification Committee
  • Review and approve recruitment budgets and salary calculations for new positions.
  • Oversee the full recruitment cycle (posting vacancies within and outside the organization, shortlisting, administering behavioural and written assignments, schedule and conduct interviews and background checks)
  • Review all employment offers and contracts.
  • Conduct new employee onboarding and onboarding.

Talent Management

  • Participate in workforce planning meetings with managers and report outcomes in order to anticipate their HR implications and budget.
  • Work proactively with managers to identify staff performance gaps and relevant development needs and suggest appropriate training and development plans.
  • Advise staff on professional development and growth opportunities.
  • Partner with the HRBP Talent Development in the delivery of Learning and Development and Performance Management processes and deliverables.

Compensation and Benefits

  • Review and approve staff payroll.
  • Liaise with the HRA to address compensation and benefits related staff queries.
  • Approve all salary calculations including offers, contracts, salary adjustments etc.
  • Coordinate, manage and supervise the administration of social security, pension, and medical insurance
schemes.- Coordinate and review the COLA and Merit adjustments.

Legal Compliance

  • Ensure compliance with management policies, processes, and procedures through disseminating, effective communication, and explanation of management policies, processes, and procedures.
