This post is located in the Office of the High Commissioner for Human Rights (OHCHR), Regional Office for Central America, Panama.

The Human Rights Officer reports to the Chief of Americas Europe and Central Asia Branch (AECAB), with a secondary reporting line to the Regional Representative.

This post is part of the Venezuela Migration Project.

Responsibilities:

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

  • Coordinates the monitoring and reporting of human rights related issues faced by Venezuelan migrants carried out by the monitoring teams across the region, including in Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago.
  • Undertakes factfindings and monitoring field missions, reporting and drafting mission reports and summaries regarding the status of migration of Venezuelans.
  • Prepares reports, documents, briefing notes, talking points and other written materials on the Venezuelan migrant crisis and identifies trends, possible patterns and systematic practices of human rights violations.
  • Represents OHCHR in interagency partnerships in order to ensure protection of migrants.
  • Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council, in relation to migration issues.
  • Carries out fundraising for the project, in coordination with OHCHR Head Quarter.
  • Supports the work of treatyestablished bodies and extraconventional mechanisms and special procedures.
  • Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. notes on the status of ratification of human rights instruments, etc.
  • Works with nongovernmental programmes and National Human Rights Institutions in the country/region to integrate human rights, including their gender dimensions in their programs; helps design and implements the human rights program and designs the organization and focus of the evaluation.
  • Ensures uptodate information regarding substantive matters in the field of human rights and makes recommendations on actions to take.
  • Liaises with other sectors of the UN, other international organizations and the diplomatic community on coordination and policy matters; brief representatives and provides, as appropriate, suggestions and recommendations.
  • Assists country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives.
  • Serves as team leader of the Monitoring Team of the Venezuela Migration Project, with responsibility for carrying out, in consultation with the Chief of the Americas Section and the Regional Representative, coordinating the work and administrative functions relating to the staff, planning and budget.
  • In consultation with the Representatives across the relevant duty stations, coordinates work and administrative functions related to the staff, planning and budget related to the Venezuelan migration project.
  • Trains and supervises new/junior staff.
  • Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field.

A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible professional experience in human rights, political affairs, international relations, law or related area is required

Out of the seven (7) years), at least five (5) years of experience in human rights related issues is desirable

Experience in human rights monitoring and reporting is desirable

Experience working on migration issues is desirable

At least two years of experience in managing teams is desirable

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required.
