Org. Setting and Reporting


This position is located in the Office of the High Commissioner for Human Rights (OHCHR), in the Field Operations and Technical Cooperation Division (FOTCD), within the Group of Human Rights Experts on Nicaragua (Group of Human Rights Experts) pursuant to Human Rights Council Resolution A/HRC/RES/49/3.

The incumbent will work under the direct supervision of the Coordinator of the Group of Human Rights Experts.

Responsibilities

Within delegated authority, the Assistant Administrative Officer will be responsible for the following duties: HUMAN RESOURCES MANAGEMENT

  • Undertakes actions related to the administration of the section's human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
  • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE
  • Assists in developing and monitoring the Secretariat's work program and budget, and ensures compliant and efficient use of financial resources in accordance to the relevant financial rules and regulations.
  • Monitors budget/work program, using Umoja.
  • Supports the implementation of procedures and systems for implementing the appropriate financial database.
  • Follows up on pending entitlements, payments and claims.
  • Contributes to the development of budgetary guidelines for own unit. GENERAL ADMINISTRATION
  • Performs other related administrative duties, as required (e.g., operational travel programme, visas, MFA card applications, monitoring accounts and payment to vendors and individual contractors for services, physical space planning, liaising with UNDP Panamá for relevant procedures to ensure the office functionality).
  • Liaises with OHCHR HQ colleagues on travel, procurement, finance, administration, human resources and other related matters, as well as with the HQ travel agency.
  • Coordinates the administration of the premises of the office, including the oversight of the logistical and technical aspects thereof, in accordance with OHCHR's policies, practices and global standards as well as relevant requirements and guidelines.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Performs other related work as required.

First level university degree in business or public administration, finance, accounting, law or related field is required.

Work Experience


A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.

For candidates who hold an advanced degree (Master's or higher) in a relevant area of study, no experience is requested.

Working experience with Enterprise Resource Planning (ERP) systems such as Umoja and Inspira is desirable. At least one (1) year of relevant work experience in an international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish, (both oral and written) is required.

Assessment

Evaluation of qualified applicants may include an eliminatory assessment exercise which may be followed by a competency-based interview.

This position is available until 31 December 2024. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
