This temporary position is located in the Office of the High Commissioner for Human Rights, Field Operations and Technical Cooperation Division, within the Independent International Fact-Finding Mission on the Bolivarian Republic of Venezuela (the "Mission").

The incumbent will work under the supervision of the Coordinator of the Mission.

Responsibilities:

Within delegated authority, the Gender Advisor /SGBV Investigator will be responsible for the following duties:

  • Advises the Mission Secretariat on the gender dimensions of human rights violations and abuses, including through gender analysis, advice on, training, ensuring integration of a gender perspective throughout the work of the Mission.
  • Researches, documents and collects information pertaining to gender issues directly related to the mandate of the Mission, including violations of international human rights and humanitarian law, and as appropriate, international criminal law.
  • Recommends referral pathways addressed to victims and survivors, in accordance with agreed methodology and strategy of the Mission, as well as OHCHR's methodology and full respect for the 'do no harm principle.
  • Ensures proper documentation, collection, preservation of information, analysis and reporting on cases of sexual and genderbased violence and other genderbased human rights violations and abuses and that the genderspecific impact of violations is assessed, documented, analysed and reported by all members of the team. Ensures that necessary measures of protection and confidentiality for witnesses and victims are gendersensitive.
  • Conducts interviews with victims, witnesses and intermediaries.
  • Participates in field missions and information gathering activities.
  • Contributes to the drafting of all aspects of the final report, memoranda, letters, recommendations and other analytical documents of the Mission; ensures that such documents integrate gender perspective.
  • Suggests genderspecific priority recommendations for the final report, including on sexual and genderbased violence.
  • Provides advice to the team on the integration of gendersensitive information gathering methods including interviewing, security arrangements, witness and victim protection and safe information and data handling.
  • Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required.

A first-level university degree in the mentioned field of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required.

A minimum of two (2) years of experience investigating sexual and gender-based violence is required.


A minimum of two (2) years of experience in providing gender analysis in human rights monitoring or human rights, international humanitarian law or criminal law investigations is required.

Experience in drafting reports is required.

Languages
French and English are the working languages of the United Nations. The work of the Mission is conducted in English and Spanish. For the positions advertised, fluency in English and Spanish is required. Knowledge of another UN official language is an advantage.
