This temporary position is located in the Office of the High Commissioner for Human Rights, Field Operations and Technical Cooperation Division, within the Independent International Fact-Finding Mission on the Bolivarian Republic of Venezuela (the "Mission").

The incumbent will work under the supervision of the Coordinator of the Mission.

Responsibilities:

  • Maintains direct and regular contact with victims, civil society organisations (CSOs), human rights defenders, and advises on victim and witness protection issues; develops victim centred advocacy strategies; and builds capacity among CSOs and victims' organisations on strategies and gender sensitive approach to pursue justice and redress;
  • Takes responsibility for the security of victims, witnesses, staff and experts in connection with the work of the Mission, develops protocols, makes assessments and provides advise;
  • Formulates short
- and long-term support strategies for witnesses and victims; participates in the establishment, development and maintenance of referral pathways involving competent international organizations, national authorities, NGOs and other entities relevant for the provision of support and advises witnesses and victims who engage with the Mission;

  • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the security situation in assigned region or country;
  • Collects and analyses human rights data and indicators in country/region of assignment, including genderspecific data and indicators;
  • Ensures human rights issues, gender equality dimensions and security considerations, are integrated into investigative and reporting work of the Mission;
  • Defines work plan for area assigned in accordance with established terms of reference;
  • Participates in the development and implementation of protocols and standard operating procedures (SOP) to ensure security and wellbeing in accordance with the Mission mandate, international standards and best practices;
  • Writes a variety of reports, communications, and protocols;
  • May provide guidance to new/junior staff;
  • Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences, or related field.

A first-level university degree in the mentioned fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.


Out of the five years, a minimum of two (2) years of experience in administration, implementation and management of victims/witness support programmes is desirable.

Experience in or on South or Central America is desirable.

Languages
French and English are the working languages of the United Nations. The work of the Mission is conducted in English and Spanish.

For the position advertised, fluency in English or Spanish (both oral and written) is required and knowledge of the other is required.
