A solid experience of working within refugees and IDPs operations would be an advantage.

Knowledge of operations and emerging trends in the context of the Americas region, especially in the countries of Central an North America, and the Caribbean, as well as familiarity with the full range of political, security, development and humanitarian challenges and opportunities is essential.

Given the operational context, proven experience in-legal analysis and critical thinking, the ability to communicate clearly on complex legal matters and to provide timely advice on complex issues, working mostly under pressure are highly desirable.

The incumbent should have strong analytical thinking and coordination skills.

Experience in both Protection and Information Management is a great asset.

The applicant should be highly motivated, hard-working, very well organized, and able to work under pressure and to tight deadlines.

H/she should be a strong team player, have strong client-orientation, flexibility, and proactivity to manage arising situations and operational challenges.

To view occupational safety and health considerations for this duty station, please visit this link: Nature of Position: The Senior Legal Officer P4 serves under the supervision of the Bureau Deputy Director and/or Head of Bureau Protection Service.

As a result of a complex regional context marked by unprecedent levels of displacement and increasingly complex mixed movements, the incumbent support the Bureau ́s engagement in regional processes and initiatives on human mobility.

Acting under the supervision of the Deputy Director, he/she provides technical support and assistance to ensure UNHCR meaningful role and participation in regional processes where regional human mobility policies strategies are addressed such as the IBC on Human Mobility, REDLAC, the CRM and MIRPs.


He/she is also responsible for providing expert advice on legal and policy issues relating to human mobility, mixed movements, and displacement in order to inform UNHCR ́s position in relevant fora and regional discussions.

He/she will also play a strong role in contributing to effective protection strategies and actions to respond to the challenges arising from mixed movements, displacement and other protection issues (legislation, RSD, case management, etc.) in the context of UNHCR operations in Central, North America and the Caribbean, working in close collaboration with UNHCR national protection teams.

The incumbent will focus on enhancing country operation protection strategies and ensure alignment with regional strategies and priorities emanating from regional process (such as the LA Declaration) and common UN plans for the sub-region (HNO-HRPs, among others).

The incumbent will collaborate closely with the UNHCR management and the head of the Protection team in the countries and strengthen working relations with other agencies involved in the response to the challenges of human mobility in the region (IOM, UNICEF, OCHA, WFP, among others).


At the Bureau, he/she will maintain a close working relationship with other units within the protection pillar, other pillars, and the Division of International Protection for system-wide coherence.

Particularly, he/she will have to work with the Information Management Team in the refining and improvement of information systems implemented in the region to improve data collection and analysis on mixed movements trends and response.

He/she also will need to work in close cooperation with UNHCR Senior Operation Officers in order to ensure coherent and effective programming and implementation.

Given the relevance of expanding pathways for admission to counteract increasing and risky mixed movements, he/she will have to support and work in close cooperation with the bureau and operations' resettlement teams.

Panama City is classified 'A' Duty Station (Family) and has good infrastructure (health, housing, banking, transportation, telecommunications and recreational facilities) and good supply of goods and services, with no particular health hazards.
